CARP failure, crop conversion and corruption

More than five hundred farmers, fisherfolks and other allied group members braved the rain to stage the protest rally in Tagbilaran City.
Militant speakers took turns in lambasting the failure of the CARP, the various schemes of crop conversion, the corruption in the Arroyo regime in connection with fertilizers and other projects, oil exploration and militarization.

Issues on corruption in agriculture: The tale of two dams
The 1998 Talibon dam is unfinished until now. The corruption case filed against NIA officials was recently dismissed by the Ombudsman. Hundreds of farmers were denied of irrigation service. The government put in an additional P200 million to finish the project and to cover up the previous anomalies.

Bayungan Dam, which is the BHP Phase II project, is said to be the most expensive dam in the country. Although it was already turned over, until now it s not yet fully operational. The Malinao Dam – BHIP phase I, where Bayungan relies on excess water -- destroyed more than 1,000 hectares after NIA bulldozed supposed service areas in 1997 and failed to irrigate all of its 4,000 plus target areas |

Crop Conversion amidst the food crisis
More than 10,000 hectares in the province have been targeted for biofuel plantation (Jathropa or tuba-tuba), a project which the provincial government is endorsing.

CARP areas and timberland areas cultivated by the farmers were are targetted for oil palm plantation and also for Biofuel plantation
