KILLINGS OF FILIPINO LAWYERS AND JUDGES CONTINUE

Lawyers for Lawyers says Arroyo Administration fails to address the killings

In an open letter sent to President Arroyo of the Philippines today, the Dutch Lawyers for Lawyers Foundation expresses its grave concern about the continuous killings of Filipino lawyers and judges and the Philippine government’s failure to stop these killings.

Judge Nathaniel Pattugalan was shot dead by men on a motorcycle on January 19, 2007. Human rights lawyer Gil Gojol was killed in a similar manner on December 12, 2006. Atty. Froiland Siobal and Atty. Leonito Tapel were ambushed and killed on November 19, 2006 and December 2, 2006 respectively. These are only just a few recent examples from a long list. Nevertheless, Secretary of the Department of Justice, Mr. Raul. M. Gonzales, informed Lawyers for Lawyers in a letter of August 22, 2006, that: “[T]here are indeed, lawyers and judges who were killed by criminals, but theseare purely isolated cases borne of personal motives”.

The Melo Commission, created by President Arroyo on August 21, 2006 amid mounting international pressure to act on the killings, lacks the powers, independence and credibility to do its work effectively. Lawyers for Lawyers, therefore, urged the Arroyo administration to immediately establish a new independent investigative body. Filipino lawyers and judges expect more killings in the near future especially against progressive party list members as the Philippine elections in May approach.
