An estimated 300,000 Moro peace advocates rallied in Cotabato, Tacurong, General Santos, Davao, Pagadian, Basilan, and towns of Pikit, North Cotabato and Pagalungan, Maguindanao for a just and lasting peace in Mindanao..

 

The Mindanao Alliance for Peace (MAP), an alliance of Moro organizations and individuals, spearheaded the Mindanao-Wide Rally for Peace. The alliance aims for a just and lasting peace in Mindanao. Speakers include Bai Ali Indayla, national secretary-general of Suara Bangsamoro and Ustadz Nurul-am Abdul of MAP.

Suara, LKM join Minda-wide Mass Rally for Peace;
call for resumption of GRP-MILF peace talks

COTABATO CITY – The Bangsamoro people once again come together to press one call – respect Bangsamoro people’s right to self-determination towards just and lasting peace in Mindanao, in a one-day Mindanao-wide mass rally spearheaded by Mindanao Alliance for Peace (MAP) here today.

The Suara Bangsamoro (Voice of the Bangsamoro) and the Liga ng Kabataang Moro (League of Moro Youth) unite with the entire Bangsamoro people on its quest for peace vis-à-vis resumption of peace talks between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF).

Bai Ali Indayla, national secretary-general of Suara Bangsamoro, believes that the ‘present attitude of the Arroyo administration towards the GRP-MILF peace negotiation is a testament of insincerity in attending Bangsamoro’s welfare.’

“We support the peace negotiation but with the records of human rights violations and disrespect of the government towards signed agreements, there could be no true and genuine peace agreement that could be signed under the US-Arroyo regime,” Indayla said.

The groups also deem that while Gloria Macapagal-Arroyo still in power and with Gen. Hermogenes Esperon as the appointed ‘peace czar’, it is difficult for the Moro people to believe that the talks on Bangsamoro Juridical Entity (BJE) will resemble the Bangsamoro’s vision for a community free from imperialist plunder and warlord domination.

“Should the peace negotiation resume, we demand that Gen. Esperon be removed for he does not bring peace to the Bangsamoro. His records of human rights violations as one of the brains of series of all-out wars towards the Bangsamoro people will surely taint the spirit of peace in the negotiation,” Indayla said.

Further, the groups also challenge the government to stop declarations of all-out war in respect to the impasse of talks, pull-out AFP troops in Moro areas and stop terrorist-tagging to MILF and innocent Moro civilians.

“While we call for the resumption of peace talks, the Bangsamoro people could not afford to stay mum should the government betray once again, we will continue to fight against the attack of our civil and political rights and right to self-determination,” Indayla said. #
 

     
           

Moro peace advocates from Palembang, Sultan kudarat on board six (6) haulers and two (2) vans were held by 27th IB for Barangay Mindupok, Maitum, Sarangani Province. They were stopped from joining the Mindanao-wide rally for peace held today at key cities in Mindanao.

COTABATO CITY - Moro peace advocates troop to the city plaza here to call for the resumption of GRP-MILF peace talks and respect the Bangsamoro people's right to self-determination.

Mensahe ng Pakikiisa ng Bagong Alyansang Makabayan (BAYAN-Lanao) at Promotion of Church People’s Response (PCPR-Lanao)

Assalamu Alaikum!

Ang BAYAN-Lanao, kasama ang kanyang mga kaalyadong pambansa-demokratikong mga organisasyon, at ang PCPR-Lanao, ay nakikiisa sa ating kapatid na mga Moro sa araw ng kanilang pagkilos para sa kapayapaan.

Ang mga pambansa-demokratikong mga organisasyon sa Lanao ay nakikiisa sa panawagan para sa kapayapaan, gayundin sa pagkakaisa ng mga mamamayang Moro upang ipagtanggol ang kanyang mga karapatang sibil at pulitikal, at isulong ang kanyang karapatan sa sariling pagpapasya. Nakikiisa kami sa panawagan upang itigil ang opensiba at militarisasyon sa mga lugar ng Bangsamoro, at ituloy ang naantalang usapang pangkapayapaan sa pagitan ng Government of the Republic of the Philippines (GRP) at Moro Islamic Liberation Front (MILF).

Hinahamon namin ang pamahalaan na itigil ang kanyang deklarasyon ng all-out war bilang tugon sa deadlock ng peace negotiations, at agarang i-pull-out ang tropang militar sa mga komunidad ng Bangsamoro, at itigil ang pagtatawag sa aming mga kapatid na MILF, MNLF at mga sibilyang Moro bilang mga terorista.

Hinahamon namin ang pamahalaan na tugunan ang panawagan ng Bangsamoro para sa karapatan sa sariling pagpapasya—kung saan ang mamamayang Moro ay malayang makapagpapatupad ng kanyang pang-ekonomiya at pampulitikang karapatan sa kanyang mga lupain.

Kung sakali mang magbalik sa negotiating table ang GRP at MILF, nanawagan kami na tanggalin si General Esperon dito sapagkat naniniwala kaming hindi siya kailanman magdadala ng kapayapaan sa mamamayang Moro. Ang kanyang rekord sa pagyurak sa karapatang pantao ay seguradong magbibigay ng mantsa sa usapang pangkapayapaan.

Naniniwala kaming karapatan ng bawat indibidwal o grupo na lumabas sa isang sistemang mapang-api, at magsarili. Binibigyang katwiran nito ang adhikain ng Bangsamoro para sa karapatan sa sariling pagpapasya.

Kasabay nito, pakatandaan nating sa loob ng isang sistemang kontrolado ng imperyalismo at mga malalaking panginoong maylupa, walang maaasahan ang Bangsamoro at mamamayang Pilipino na makakamtan nila ang kasarinlan. Walang ibang landas tungo sa tunay na kasarinlan kundi ang magpunyagi sa sa pakikibaka hanggang sa tagumpay.

Sa pakikipagharap sa GRP para sa peace talks, naniniwala kaming magiging matatag at matapat ang MILF sa kanyang simulain, at maging mapagmatyag sa lahat ng maniobra ng estado upang siya ay pasukuin nang hindi pa nabibigyang lunas ang ugat ng suliranin—na siyang dahilan ng kawalang kapayapaan sa kaslukuyan.

Sa pagtatapos, hayaan ninyo kami sa PCPR na maghandog ng isang panalangin para sa isang makatarungan at pangmatagalang kapayapaan, hinango mula sa Panalangin sa Kapayapaan ni San Francisco ng Assisi sa Italia:


Allah, Panginoon, Bathala

Gawin mo kaming instrumento at daan sa kapayapaan.
Hinihiling namin ang muling pagbabalik ng usapang pangkapayapaan sa pagitan ng GRP at MILF;
Hinihiling naming huwag mangyari muli ang napipintong digmaan.

Sa harap ng pag-aalinlangan, humihingi kami ng pananalig;
Sa harap ng kalungkutan, kagalakan;
Sa harap ng kabiguan, pag-asa;
Sa harap ng kadiliman, liwanag.

Ibigay mo po sa amin ang
Pag-unawa,
Pagmamahal,
Pagpapatawad.

Sa aming kamatayan lamang,
Sa pag-aalay ng buhay para sa katarungan,
Para sa kalayaan,
Para sa kapayapaan;
Sa aming kamatayan lamang namin makakamtan ang buhay na walang hanggan.

Manifesto of the Mindanao Alliance for Peace (MAP)

The Mindanao Alliance for Peace (MAP), a broad alliance of civil society organizations, peoples’ organizations and individual peace advocates in Mindanao, strongly believes that negotiated political settlement is still the best way of resolving the age-old conflict in Mindanao.

The alliance also believes that prolonging the impasse in the peace negotiations between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) will inevitably lead to war between the two protagonists. It could also tempt and invite anti-peace groups and other peace spoilers to take advantage of the precarious situation.

The alliance is fully aware that when war breaks out between the GRP and the MILF, it will adversely affect not only the Bangsamoro people but the Filipino people as well. In like manner, the dividends of peace will ultimately redound to the best interest not only of the Bangsamoro but also of the Filipino people.

Let everyone be reminded that engaging in war is always costly and catastrophic that it could deplete further the meager resources of the government that are better used instead on productive efforts.

To cast a little glance on how much the government spends on war campaign, the article, “Mindanao: Land Raped and Plundered” gives us the proverbial tip of the iceberg.

Accordingly, during President Estrada’s all-out war in 2000, “PhP6 billion was spent on war or a billion peso higher than what the government spent on building schools nationwide.”

 

 

 

 

 

The same paper also claimed that the “cost of one 105mm howitzer fired to Buliok Complex is PhP730,000 or an equivalent to 1,123 bags of certified rice seeds at PhP650 per bag.” And the government did not spend on howitzer and mortar shells alone.

 

With these premises, the alliance issues the following manifesto:

We call the GRP and the MILF to immediately resume the peace negotiations between them and for them to honor the consensus points on ancestral domain that they have already agreed upon. We see the immediate resumption of the peace talks as the only way to obviate the possibility of war that may break out in the midst once again.

We also call the Philippine government to postpone the election in the Autonomous Region in Muslim Mindanao (ARMM) set come August 11, 2008. This undoubtedly poses as a hindrance in the peace talks. For even if a comprehensive peace agreement may be signed soon, the implementation of the Bangsamoro Juridical Entity (BJE) will not take effect until the terms of the elected ARMM officials shall been finished. Clearly, holding the ARMM election is a sign that the government is not sincere in its peace negotiations with the MILF.

And, as we will all be the victims when war erupts in our midst, we call on every Bangsamoro people and on every peace-loving individual, for that matter, to unite with us in letting our voices be heard that we want PEACE now for we have been suffering the brunt of war for so long.

Finally, we support, respect and uphold the legitimate struggle of the Bangsamoro people for freedom and right to self determination. #
