THE MILITANT Anakpawis party-list has taken to the streets this November 30, Bonifacio Day, marched from Plaza Miranda to the historic Mendiola bridge leading to Malacanang Palace, the seat of power in Manila, as it rallies its farmer and worker members to call for the ouster of Gloria Macapagal-Arroyo from office.

Representatives from Bicol, Cebu, Negros and General Santos came to Manila for the Anakpawis rally. Simultaneous with the Manila protest action, several Anakpawis chapters also rallied in key cities such as Baguio , Bacolod , General Santos, and Davao .

Anakpawis cites the following as bases for its course of action:

◘  The graft and bribery cover-up of Malacanang and insidious moves to amend the Constitution and extend Arroyo in power;

◘   The ganging-up and brutal murder of the impeachment case by bribe-tainted administration allies at the House of Representatives;

◘  The new majority-led Senate falling short of its investigations into the Bolante, Euro-generals and other corruption cases;

◘  The swamping of Gloria-appointees in the Supreme Court;

◘  The biased Ombudsman dismissing corruption cases involving high officials;

◘  The highly politicized military involved in escalating human rights violations

◘  The ultra-conservative hierarchical church and big business groups out for their own profit

◘  The continuing hegemony and creeping intervention of the US and other foreign powers in the country

The people have no recourse but to air their legitimate grievances and just demands in the parliament of the streets.

We call on the police and the military not to use the Mumbai terror attack as a pretext to violently disperse the rally. They should instead take heed from Thailand generals who, at least, have the decency to ask their head of state to step down from office after the people have spoken.

We have chosen November 30, Bonifacio Day, not only as a commemorative event but also to highlight the unfinished revolution for our national and democratic aspirations as a people. The working class leadership needs to assert itself in the broad democratic movement of the masses especially in these times of intensified domestic and international crises.

We reject Cha-cha, in any form and by whatever means, as a sell-out of our national patrimony and institutionalization of neocolonial politics in the country. We call for the ouster of Arroyo, by all available democratic means, and urge the people to be vigilant against the further abuse of power by the Arroyo ruling clique.

We hold Macapagal-Arroyo culpable for the economic hardships of the masses, grave electoral fraud, massive graft and corruption, and gross human rights violations.

The government has shown that it is rotten to the core. We shall persevere in the struggle for a radical change of government and society along the national democratic line of genuine economic reforms, a government of the people, a patriotic armed forces, a mass-oriented scientific Filipino culture, and an independent foreign policy. We stand for genuine and lasting peace, sustainable development and
prosperity for our people especially the toiling masses.

KMU supports CBCP call to “watch, critique and denounce the manipulations of the government” on Cha-Cha
 

THE labor group Kilusang Mayo Uno (KMU) today called Pampanga Rep. Juan Miguel ‘Mikey’ Arroyo a “liar” for telling the country that his mother President Gloria Macapagal-Arroyo (PGMA) will go back to teaching after her term expires in 2010.

“ We can tell Rep. Mikey Arroyo to his face that he is lying. We sincerely think that no one from our countrymen who believe in the values of propriety and fair play will take the words of Mikey a grain of salt. After all, he is one of the congressmen who are actively seeking Charter Change in Congress and will ensure that the First Family will benefit most from it,” said Wilson Baldonaza, Secretary General of KMU.

According to Baldonaza, the KMU not only opposes the term-extension of PGMA and other congressmen thru Charter Change but also the plans of lawmakers to lift economic provisions in the 1987 Constitution which protects our patrimony, natural resources and basic government services and utilities from foreign control and exploitation.

 

 

We believe that once Charter Change will be allowed, Filipino workers and our countrymen in general will be at the mercy of foreign interests. Wages will be eroded more and contractualization of labor will worsen. Full foreign ownership of companies, including public utilities which offer basic services like water, electricity and energy will be permitted which means the death of our local business and huge profits for the multinationals,” Baldonaza argued.

Support for CBCP president Lagdameo’s call against Cha-Cha

KMU Spokesperson Prestoline Suyat, on the other hand, supported the call of Jaro Archbishop and Catholic Bishops Conference of the Philippines (CBCP) president Angel Lagdameo’s call to the Filipino people to “watch, critique and denounce the manipulations of the government” for renewed efforts of lawmakers to amend the Constitution.

“ We are one with CBCP in opposing any moves to amend the Constitution, particularly the plans of pro-PGMA lawmakers to extend their term. We firmly believe that a Macapagal-Arroyo government beyond 2010 is directly oppose against the radical changes being sought by our good bishops in the country. We should unite today to save our country against evil forces which seek to prolong their reign,” Suyat said.

Groups mark Bonifacio Day, say more anti-Cha cha protests to come

The umbrella group Bagong Alyansang Makabayan joined the partylist group Anakpawis and Kilusang Mayo Uno in commemorating Bonifacio Day on November 30 with a protsest march towards Mendiola Bridge in Manila.

“We vow to use the same nationalist aspirations of the hero Andres Bonifacio in thwarting the moves of the Arroyo regime to stay in power and to surrender national patrimony to foreign interests. Expect more protests in the days to come,” said Bayan secretary general Renato M. Reyes Jr.

Bayan was criticizing moves to amend the Constitution which it said would likely lead to the removal of term limits for elected officials including the president. The group als opposed proposals to life restrictions to foreign ownership of land and other businesses saying this would be a gross sell-out of the Filipino people.

“Allowing 100% ownership of land is like begging foreigners to recolonize the Philippines. Bonifacio would be turning in his grave with this gross national betrayal,” Reyes said.

The militant group just finished holding its National Council meeting on November 29 and said that it would embark on a nationwide campaign against charter change.

“It is only a question of when the next major protest action will be held. Various groups are in the process of consultations now. Even in provinces, there are ongoing efforts to step up the campaign against charter change,” Reyes said.

“The Arroyo regime is sorely mistaken if it thinks the cha-cha express cannot be stopped. People are more vigilant now against any moves to extend Arroyo’s term in office,” he added.

The groups assembled in Plaza Miranda in Manila before marching towards Mendiola Bridge. The group had a permit for a rally after Manila Mayor Alfredo Lim allowed protest actions in Mendiola on weekend and holidays.

Bayan said that it was possible to see another protest action before the year ends or early next year if charter change moves are persistently pushed by administration allies.

“The consensus among various groups is that cha-cha must be stopped and that we should do all we can to prevent Arroyo from prolonging her stay in power. We may see the same groups that mobilized last February 29 against the ZTE scandal to come together again soon,” Reyes said.

“The people wants economic relief, and not charter change.”

This was the reaction made by Vencer Crisostomo, national chairperson of the League of Filipino Students (LFS) over reports of administration led moves to push charter change in Congress.

“An economic recession is looming in the country but instead of
talking about measures to ease its impact on the people, Arroyo’s cohorts in Congress, led by no less than her son, would rather want the Congress to spend its time discussing charter change,” said Crisostomo.

The youth leader explained that in light of the global financial
crisis, it is the responsibility of the government to ease the
people’s burden by imposing ‘economic relief measures’ such as the repeal of the ‘anti-people’ policies such as the Expanded Value Added Tax and the Oil Deregulation Law, and by legislating the P125 wage hike.

Crisostomo also belied Pampanga Representative Juan Miguel Arroyo’s claim that the moves for charter change is not intended to extend Arroyo’s term beyond 2010.

“Who are they kidding? We all know that the moves to change the charter is intended to serve the administration’s bid to stay in power beyond 2010. They even pray for it in their meetings,” said Crisostomo, referring to Press Secretary Jesus Dureza’s cabinet meeting prayer last Tuesday.

The LFS, along with other youth groups vowed that they shall exert all efforts to stop Arroyo’s charter change.

“Arroyo has already made the lives of many Filipinos miserable for almost a decade. We shall not let her administration and its policies worsen our lives even more,” said Crisostomo. ###

Labanan ang diktadura at panunupil!

Patuloy na minumulto si Gloria Macapagal-Arroyo ng mga malignong bigo niyang tinataguan. At hindi pa man nanahimik ang kalakhan, walang puknat pa rin ang pagsulpot ng mga bagong kababalaghang patuloy na bumubulabog sa kanyang panunungkulan.

Nitong Oktubre, bumulalas ang panibagong iskandalong dulot ng mga tinaguriang ‘euro generals’ nang matuklasan ang 105,000 euros (P6.9 milyon) sa bagahe ni retired Philippine National Police comptroller Eliseo dela Paz sa Moscow International Airport. Pabalik na sana si dela Paz sa Pilipinas mula sa dinaluhang 77th Interpol General Assembly kasama ang pito pang opisyal ng PNP. Ang salaping natuklasan kay dela Paz ay labis-labis sa inaprubahang P2.3 milyong pondo para sa naturang byahe.

Sa kanyang pagbalik, inihayag ni PNP Director General Jesus Verzosa sa midya at sa isinagawang pagdinig sa Senado na ang salapi ay gagamitin diumano upang bumili ng ‘intelligence equipment’ ngunit nabigo niyang ipaliwanag kung saan galing ito at kung sino ang nag-awtorisang ilabas ito. Maugong ang opinyon at hinala ng taumbayan at mga kritiko ng gobyerno na maaaring mula na naman sa katiwalian ang 105,000 euros na sangkot sa iskandalo.

Hindi pa man tuluyang humuhupa ang isyu ng ‘euro-general scandal,’ umugong naman sa balita ang pagbalik ni dating Department of Agriculture Undersecretary Jocelyn ‘Joc-Joc’ Bolante sa bansa. Matatandaang si Joc-Joc ang sangkot sa mahigit P728 milyong fertilizer fund na ginamit umano para sa pangangampanya ni Arroyo noong nakaraang halalan. Ang fertilizer scam ang isa sa pinakakontrobersyal na isyu ng korupsyon na kinasasangkutan ni Arroyo sampu ng kanyang mga alipores sa gobyerno. Itinuturing na tiyak na lalong malalantad ang kabulastugan ni Arroyo sakaling maglabas ng testimonya si Joc-Joc. Nakatakdang muling buksan ang pagdinig sa Senado hinggil sa fertilizer scam sa susunod na linggo.

Ang mga kaganapang ito at iba pang mga di-resolbadong isyu ng gobyerno ni Arroyo ang tinatayang nagbunsod sa mga obispo ng Catholic Bishops Conference of the Philippines (CBCP) na manawagan para sa ‘pagbabago ng rehimen at pagbabago ng sistema, ngayon na.’ Ito na ang pinakamatapang na pahayag ng CBCP mula nang manungkulan si Arroyo. Nanawagan ang mga obispo na walang ibang panahon kundi ngayon upang maghanda at kumilos para sa pagbabago sa gobyerno. Anila, hindi mareresolba ang malawakang korupsyon hanggat nananatili si Arroyo sa pwesto.

Halos kasabay naman ng pahayag ng CBCP ang pagsampa ni ZTE whistle-blower Jose ‘Joey’ de Venecia III ng panibagong impeachment complaint laban kay Arroyo.

Walang kamatayang Charter change
Samantala, isa rin sa mga Obispo ng CBCP, si Archbishop Oscar Cruz, ang pinakahuling nagbabala sa publiko sa muling pagpapakana ng gobyerno ni Arroyo sa charter change sa pagbabalik-sesyon ng Kongreso ngayong buwan. Hindi malayong mangyari ito gayong batbat na naman ng kontrobersiya si Arroyo at lalong lumalabo ang katiyakang manatili siya sa pwesto hanggang sa eleksyong 2010 at lagpas pa.

Bagamat malaon nang nailantad ang motibo ni Arroyo sa cha-cha at sa kabila ng malawak na pagtutol dito ng mamamayan, cha-cha pa rin ang pangunahing inaasahan ni Arroyo para manatili sa pwesto at maisalba ang sarili sa paniningil ng mamamayan. Maging ang kinakaharap na pinakamatinding krisis sa ekonomiya ng mamamayan ay kinakasangkapan ni Arroyo para igiit ang cha-cha – sa pamamagitan ng pagtanggal ng mga ilang nalalabing proteksyon sa Konstitusyon para sa pambansang patrimonya at soberanya. Pangunahin dito ang pagtanggal sa probisyong naglilimita sa dayuhang pag-aari sa bansa para diumano mas makapang-akit ng dayuhang negosyo at pamumuhunan ngayong panahon ng krisis. Ani House Speaker Prospero Nograles, ito raw ang pinakamainam na paraan gayong tiyak na naghahanap ng mapaglalagakan ng kapital ang mga kumpanya sa US at iba pang mga bansa ngayong panahong ng global financial crisis.

Samantala, una nang idineklara ng Korte Suprema na iligal ang motibong cha-cha ni Arroyo sa pagsusulong ng kontrobersyal na MOA-AD (Memorandum of Agreement on Ancestral Domain). Ito sana ang gagamiting pakana ni Arroyo para patagong ipatupad ang cha-cha sa likod ng makatwiran sanang hangarin ng mga kababayan nating Moro para sa sariling teritoryo.

Ngayong muling magbubukas ang Kongreso, tiyak namang ipagpipilitan ni Arroyo ang paggiit sa ‘magkasanib na Constitutional Assembly (unilateral Con-Ass)’ kahit na siguradong tatanggihan ito ng Senado at idineklara na ring labag sa batas. Paborable ang isang magkasanib na Con-Ass para kay Arroyo lalo pa’t mayorya ng Kongreso ay kanyang mga kaalyado – tulad ng kung paanong nakasangkapan niya ang kanyang mga kaalyado upang ibasura ang naunang mga impeachment complaint laban sa kanya. Inaasahang muling ihahapag ng pangkat ni Arroyo ang magkasanib na Con-Ass sa Korte Suprema pagsapit ng 2009 matapos niyang palitan ang halos kalahati ng mga kasapi ng mahistrado ng kanyang mga appointee.

Pasismo, Panlilinlang at Panunupil
Dahil desperadong makapanatili sa pwesto, ginagawa ni Arroyo ang lahat ng paraan upang hatiin, hadlangan at supilin ang hanay ng mga ligal na oposisyon at kilusang masa. Tuluy-tuloy ang pagbigwas ni Arroyo ng pulitikal na panunupil at dahas, pangunahin na sa mga lider-aktibista at kasapi ng mga aktibistang organisasyon. Tampok ngayon ang ‘kriminalisasyon’ ng mga aktibista sa pamamagitan ng pagsampa ng mga kasong pulos paratang at walang batayan.

Enero ngayong taon nang iligal na arestuhin at ikulong si Randy Echanis, lider-magsasaka at beteranong aktibista, sa bisa ng kasong parehong isinampa at malaon nang ibinasura laban kay Bayan Muna Rep. Satur Ocampo noong nakaraang taon. Gayundin, may 27 lider-aktibista ng BAYAN (Bagong Alyansang Makabayan) at mga alyadong organisasyon nito ang sinampahan ng walang batayang kaso ng pagsunog at pagpatay sa Timog Katagalugan – tatlo sa kanila ay iligal na inaresto at kasalukuyang nakakulong, kabilang na ang respetadong labor lawyer na si Atty. Remigio Saladero.

Samantala, patuloy pa rin ang extra-hudisyal na pagpatay at forced disappearances na sangkot ang hinihinalang mga elemento ng militar. Pinakatampok ang kaso ng pagdakip kina Jonas Burgos, Karen Empeno at Sherlyn Cadapan, at nitong huli ang pagdakip kay James Balao, lider ng Cordillera People’s Alliance (CPA).

Tagos naman ang bangis ng panunupil ng estado maging sa mga kampus at eskwelahan. Ilang mga lider-estudyante ang hayagang pinararatangang mga ‘NPA recruiter at komunista’ at sukdulang sampahan ng gawa-gawang kasong rebelyon ang limang estudyante ng Polytechnic University of the Philippines (PUP) sa Lopez, Quezon.

Sa Jose Rizal University naman, 19 estudyante ang di-makatarungang sinuspindi ng administrasyon ng paaralan dahil lamang pinangunahan nila ang isang kilos-protesta laban sa Value Added Tax (VAT). Samantala, patuloy ang paglulunsad ng mga forum at symposium ng Armed Forces of the Philippines (AFP) sa pamamagitan ng ROTC (Reserved Officers Training Corps) na walang ibang layunin kundi siraan ang mga aktibista at progresibong organisasyon ng mga kabataan sa mga eskwelahan.

Panlilinlang din ang isinusulong na nag-aastang progresibong Magna Carta of Students ni Akbayan Rep. Risa Hontiveros-Baraquel sa Kongreso na naglalaman ng mga panukalang magliligalisa, reguralisa at magpapahintulot ng higit pang panunupil sa mga estudyante.

Kaya naman hindi malayong sa gitna ng paglaban ng kabataan at mamamayan sa patuloy na diktadura, panunupil at mga pakana ni Arroyo para manatili sa pwesto tulad ng cha-cha ay hindi ito mag-aatubiling ibigwas ang kanyang huling alas: ang tahasang pagdeklara ng batas militar.

Labanan ang diktadura at panunupil!
Kailangang maging mapagmatyag at mapagbantay sa mga kaganapan pag-usad ng mga usaping pampulitika habang patuloy na tinututulan ang pambubusabos ng mga patakaran ni Arroyo sa ekonomiya.

Kailangang puspusang maglunsad ng tuluy-tuloy at sustinidong malawakang kampanyang higit na maglalantad sa desperasyon ni Arroyo na makapanatili sa pwesto. Nakaamba ang kaliwa’t kanang mga pakana kabilang na ang iba’t ibang mga iskema at paraan sakaling mabigo ang cha-cha at matuloy ang halalan sa 2010. Hindi kailanman pahihintulutan ni Arroyo na mawala sa estado-poder dahil nangangahulugan ito ng kanyang pagharap at pagkakalaboso sa lahat kanyang mga krimen sa mamamayan.

Tinatanaw natin ang isang pambansang malaking pagkilos ng kabataan-estudyante sa Nobyembre 25 na may temang, ‘Youth Defy Arroyo’s Tyranny’. Kailangang tiyakin ang pagkakawing ng mga isyung lokal at sektoral sa paniningil sa rehimeng Arroyo. Malakas na labanan ang mga pakana ni Arroyo para atakehin at supilin ang mga demokratikong karapatan at interes ng mamamayan.

Kailangang mag-ipon ng sapat na lakas at pwersa ang kilusang kabataan at masa upang masustini ang kampanya laban sa diktadura at panunupil ni Arroyo kahit na sa panahon ng bakasyon. Ang sustinido at solidong lakas ng kabataan at mamamayan ang siyang magiging salalayan para sa inaasahang bugso ng kampanyang masa pagsapit ng unang kwarto ng susunod na taon.

Tanging sa isang dumadagundong kilusang masa mapagtatagumpayan ng mamamayan ang laban para sa tunay na pagbabago, demokrasya at katarungang panlipunan.
