Ecumenical group condemns violent dispersal of workers at DOLE 
‘Labor pounded by price hikes, joblessness under Aquino’s first year’

A non-government organization (NGO) advocating labor rights condemned the violent dispersal on Thursday of protesting workers in front of the labor department’s office in Intramuros, likening the incident to labor’s experience under President Benigno “Noynoy” Aquino III’s first year in power to how workers' legitimate protests were dealt with under former President Gloria Macapagal-Arroyo's term.

A number of workers were hurt after policemen chased them away from the Department of Labor and Employment (DOLE) office and mercilessly beat them with truncheons.

“We condemn the violent actions by the police against workers and at the same time lament that this incident ironically took place on the President Aquino’s first year in office,” said Anna Leah Escresa, executive director of the Ecumenical Institute for Labor Education and Research (EILER).

“The way protesting workers were beaten up by the police speaks of how millions of Filipino workers were pounded by non-stop price increases and fare hikes under Aquino’s first year,” Escresa said, adding that joblessness also worsened since July last year.

Shrinking wages

EILER said wage erosion under President Aquino’s first few months was faster than during former president Gloria Arroyo’s first few months, notably due to the barrage of price hikes which the Aquino government left untouched.

“It took only eight months for the real value of workers’ wages in the National Capital Region to shrink by P8. Under the previous regime, the same rate of wage erosion was reached in the 11th month,” said Escresa.

The group said the P22 raise in cost of living allowance for metro workers, which was approved in May, was sorely insufficient to reverse the erosion of workers’ wages.

Jobless up by 160,000

EILER also noted that the number of unemployed rose by around 160,000 from July 2010 to April 2011, citing official data from the government’s Labor Force Survey.

“From 2.7 million in July last year, the number of jobless Filipinos rose to 2.86 million in April. This shows that the Aquino government flunked in its promise to create more jobs for Filipinos. The number of underemployed also increased by more than half a million since Aquino rose to power,” Escresa said.

“Certainly, the worsening unemployment situation will not be solved by Aquino’s public-private partnerships (PPP) that are only geared towards creation of temporary, low-paying and high-risk jobs.”

“Even the government's development framework as presented in its Philippine Development Plan 2011-2016, does not really veer away from the past administrations development paradigm. In fact, it's development framework is merely a continuation of past economic programs based on neoliberal policies of intensifying globalization. For the Filipino labor this means intensification of labor flexibilization such as contractualization, outsourcing and cheap wages to attract foreign investments.”

The labor advocate said that the Aquino government should do away with the framework of wooing foreign investors for job generation and instead build national industries that will supply stable jobs for millions of Filipinos.

As Noynoy marks first year as pres: Workers storm DOLE to condemn low wages, contractualization

As Pres. Noynoy Aquino marks his first year as president, hundreds of workers led by labor center Kilusang Mayo Uno stormed the Labor department office in Intramuros, Manila anew to condemn the president for keeping workers’ wages low and affirming the contractualization of the country’s work forces.

“As Pres. Aquino celebrates his first year in office by serving the Filipino workers and people with a feast of lies and excuses for not alleviating poverty, we are expressing our anger at him for implementing anti-worker policies. We mark his first year in office by condemning him for pressing down workers’ wages, affirming contractualization of the country’s work forces and carrying out other anti-labor policies,” said Roger Soluta, KMU secretary-general.

“We reject all of Pres. Aquino’s excuses for not having done enough to alleviate the poverty of the Filipino workers and people – that Gloria is to blame, that he is new and inexperienced, that things will get better in the coming months and years. What is clear to us is that he rejected all concrete proposals to alleviate poverty, such as significantly increasing wages and stopping contractualization, which are within his powers to implement,” he added.

KMU said Pres. Aquino dashed all hopes that things will get better for the Filipino workers and people in the near future.

“Pres. Aquino refused to undertake bold moves to alleviate poverty despite the fact that the Filipino people have suffered for almost ten years under Arroyo. He is always bragging about receiving an overwhelming mandate in the last elections, yet he has failed to use this mandate, even when it was still fresh, to make the lives of the Filipino people a little better,” Soluta said.

“In the light of his anti-worker policies, of his callousness towards the plight of the Filipino workers and people who have suffered much under Arroyo, of his squandering of his so-called mandate, we ask: how can we hope that things will get better in the future? In his first year in office, Pres. Aquino dashed all hopes that poverty will be assuaged even a bit, let alone eradicated, under his term,” he added. ###

Real value of wage fell under Aquino’s 1st year – KMU

“Because President Aquino refuses to control the prices of oil and basic commodities and to grant a significant wage hike, the real value of workers’ wages fell even lower than the level under his predecessor. The Filipino workers and people are poorer now than one year ago.”

This was the statement of labor center Kilusang Mayo Uno two days before the first anniversary of Pres. Benigno “Noynoy” Aquino III’s inauguration, condemning the president for refusing to grant a long-overdue significant wage hike and making poverty and suffering even worse.

“One year into his term, Pres. Aquino has proven his anti-worker and rabidly pro-capitalist stance by directly rejecting a significant wage hike that is much needed by the country’s workers. This has grave implications for the living standards of the Filipino workers and people who have long been suffering from poverty and hunger,” said Roger Soluta, KMU secretary-general.

“The granting of a meager COLA did not give immediate relief to the Filipino workers and people from the soaring prices of basic goods and services. The Aquino government is gravely mistaken if it thinks this spit in the face of the Filipino workers and people will be enough to silence our call for a significant wage hike,” he added.

According to Ibon Foundation, an independent research institution, the inflation which averaged at around 3.7% since July 2010 and reached 4.5% in April 2011 brought down the real value of the P404 minimum wage in the National Capital Region by P10.50.

This made the NCR minimum wage in April 2011 a mere P234.90 in real terms, as measured with 2000 prices. Upon the start of the Aquino administration, the real value of the P404 minimum wage in the NCR measured with 2000 prices was P243.50.

“Noynoy presents himself as a solution to the problems spawned by the Arroyo regime, yet he is merely extending the poverty and suffering of the Filipino workers and people by refusing to heed calls for a significant wage hike, among others. What Aquino has given in his first year in office is far smaller than what Arroyo gave in her first year,” Soluta said.

Ibon Foundation says the Arroyo administration granted a Php15 wage increase in February 2002, raising the NCR minimum wage to Php280, which is equivalent to Php258 at 2000 prices. For Aquino to match that, he should have raised the P404 NCR minimum wage by P40 at the least.

BAGSAK ANG UNANG TAON NI PNOY sa larangan ng edukasyon para sa mga guro at kawani sa sektor ng edukasyon! Ipinakita sa pagsisimula ng pasukan nitong nakarang Hunyo 6 ang kawalan ng kapasyahan ng rehimeng Aquino na resolbahan ang malalang krisis sa edukasyon na nararanasan ng mamamayan. Sa halip na solusyonan ang krisis sa edukasyon na iniwan ng nakaraang rehimeng Macapagal-Arroyo, pinalala pa ni PNoy ang krisis sa edukasyon na ating nararansasan. Muling pinapasan ng mga guro, kawani, mag-aaral at magulang ang kahirapan sa papalalang mga backlogs ng mga batayang pangangailangan sa mga eskwelahan ng mga nakaraang taon – papalalang kakulangan sa mga guro, silid-aralan, libro, upuan, bentilasyon, palikuran at kakulangan mismo ng paaralan.

Walang ibang salarin sa ganitong masahol na kalagayan ng sistema ng edukasyon, kundi ang patuloy na mababang paglalaan ng pondo ng gubyerno para sa pampublikong edukasyon sa lahat ng antas – mula kindergarten hanggang kolehiyo. Patunay dito ang patuloy na paglalaan lamang ng humigit-kumulang 3% ng GDP ng bansa para sa edukasyon (imbes na 6% ng GDP na international standard), samantalang papalaking paggastos naman sa pagbabayad ng utang panlabas, pork barrel, gera at panunupil sa mamamayan, at programa sa dole-out gaya ng Conditional Cash Transfer (CCT).

 

Budget sa edukasyon, kapos na kapos!

Kapos na kapos ang alokasyon sa budget ngayong 2011 para sa Department of Education (DepEd) at State Universities and Colleges (SUC’s). Sinasalamin ng General Appropriation Act (GAA) 2011 para sa DepEd at SUC’s ang patuloy na pagpapabaya ng gubyerno sa ating public basic education at pag-abandona naman ng gubyerno sa ating public tertiary education.

Ang P192,087,002,000 ng DepEd ay hindi makalulutas sa malubhang kakulangan para sa taong 2011 ng 101,612 regular na guro, 66,800 silid-aralan, 135,847 palikuran,  2,573,212 upuan, at 95,557,887 na libro. Pinasahol pa ito ng gubyernong Aquino sa pamamagitan ng adelantado at sapilitang pagpapatupad ng programang universal kindergarten na nagtatakdang dapat daanan ng mag-aaral, bago tanggapin sa grade 1.  Ang programang universal kindergarten ay walang kaukulang batas, kung kaya’t walang kaukulang pondo. Dahil walang kaukulang pondo, walang sapat na paghahanda. At dahil walang batas, pondo at sapat na paghahanda, tiyak na wala itong kalidad.

Magkahalintulad ang kalagayan ng basic education at tertiary education sa ating bansa. Sinasalamin ng P22,035,085,000 budget para sa mga SUC’s ngayong 2011 ang patuloy na pag-abandona ng gubyerno sa tertiary education. Patunay sa patuloy na pag-abandona ng gubyerno sa SUC’s ang  Zero Capital Outlay nito, budget cut sa MOOE, hindi paglikha ng mga bagong item para sa karagdagang faculty at kawani, at muling hindi paglalaan ng pondo sa GAA  2011 para sa promosyon at regularisasyon ng mga kasalukuyang faculty at kawani ng SUC’s.

 

Guro at kawani, binubusabos!

Dahil sa kapos na kapos ang budget na inilalaan ng gubyerno para sa edukasyon, busabos ang kalagayan sa pagtuturo at paggawa ng mga guro at kawani sa public basic and tertiary education. Busabos din ang pagpapasweldo at benepisyong ibinibigay ng gubyerno sa kanila.

Kung naging karaniwan na sa mga guro sa basic education ang magturo sa may 50 hanggang 70 mag-aaral, karaniwan na din ito ngayon sa mayorya ng mga SUC’s ng bansa. Sa PUP, EARIST, TUP at iba pang SUC’s , ang mga faculty ay nagtuturo sa may 50-70 mag-aaral bawat klase sa mga silid-aralang nilikha lamang para sa maximum na 30 mag-aaral. Wala ding sapat na silid-aralan, upuan, bentilasyon, libro, silid-aklatan, laboratoryo at iba pang kailangan sa pagtuturo sa mga SUC’s.

Kung iisa o iilan lamang ang kawani sa mga paaralan sa public basic education, papaliit naman ang bilang ng mga kawani sa mga SUC’s. Hilong-talilong sila sa pag-asikaso sa mga guro at administrador upang matugunan ang kanilang pagiging katuwang ng ating mga guro sa pagbibigay edukasyon sa mga mag-aaral.

Pinalalala pa ang ganitong masahol na kalagayan sa pagtuturo at paggawa ng mga guro at kawani sa public basic and tertiary education sa bansa, ng busabos na pagpapasweldo ng gubyerno sa kanila.

Ang kasalukuyang living wage sa NCR ay tinatayang nasa P21,054 kada buwan o P957 kada araw. Samantalang mayorya ng guro sa public basic education ay nasa Salary Grade 11 (SG 11) na tumatangap lamang P17,099 kada buwan o P777 kada araw, at marami sa  mga faculty sa mga SUC’s ay nasa Salary Grade 12 (SG 12) na tumatangap lamang P18,333 kada buwan o P833 kada araw. Ang ganitong pasweldo ng gubyerno sa ating mga guro ay hindi makatarungan sa kanilang marangal na propesyon.

Mas masahol ang pasweldo ng gubyerno sa ating mga kawani sa public basic and tertiary education. Malaking bilang ng ating mga kawani ay nasa sub-professional category na may rank na Salary Grade 1 (SG 1) hanggang Salary Grade 9 (SG 9). Ang may rank na SG 1 hanggang SG 9, ay tumatanggap lamang ng buwanang sweldo na P8,287 hanggang P14,857 o P376 hanggang P675 kada araw. Lubhang malayo ito sa living wage sa NCR. Bukod pa, nilalabag mismo ng gubyerno ang sarili nitong batas na P404 minimum na pasahod sa NCR, para sa mga kawaning nasa SG 1.

Dagdag na pambubusabos sa mga guro at kawani sa public basic and tertiary education ang kawalan ng promosyon at regularisasyon sa matagal na panahon.

Mayorya ng mga guro sa kindergarten ay kontraktwal. Laganap na rin ito sa mga guro at kawani sa mga SUC’s. Malaking bilang ng mga guro at kawani sa PUP, EARIST, TUP, iba pang SUC’s, at maging sa UP ay kontraktwal o hindi tenured. Mabigat rin ang teaching load ng mga faculty natin sa karamihan ng mga SUCs. Mula 18 units hanggang 24 units ang karaniwang ipinapatangan sa mga instructor o propesor. Kaya napakalimitado ng oras nila sa paghahanda at paggawa ng pananaliksik.

Matagal na panahon din na hindi na pro-promote ang malaking bilang ng mga faculty at kawani sa SUC’s dahil sa kawalan ng pondong inilalaan ng gubyerno para sa promosyon. Kung may promosyon man na nagaganap ay kinukuha sa savings ng mga SUC’s ang pandagdag sa sweldo ng mga na pro-promote. Ang mga savings na ito ay kadalasan nagmumula sa mga dagdag tuition o bayarin ng mga estudyante na karamihan ay hirap na nga sa pananatili sa kolehiyo  at mga kita sa pagpapaupa sa ispasyo ng mga kolehiyo sa mga negosyante sa halip na gamitin ito sa tuwirang pang-akademikong programa.

Sa ganitong kalagayan, ang ating mga guro at kawani sa public basic and tertiary education ay kayod kabayo subalit walang pag-asenso.

 

Mag-aral at magulang, sa kahirapa’y hindi makakaraos!

Ang pagpapatuloy ng kapos na kapos na pondo at ganap na pag-abandona sa public basic at tertiary education ay patuloy na magpapahirap sa mga mag-aaral at kanilang mga magulang. Tulad na lamang ng pagsasalampak ng gubyerno sa may 1.9 milyong kindergarteen students, edad 5, sa masisikip na kwartong tila kulungan – walang bintilasyon, walang upuan, walang libro, walang tubig at palikuran, at iba pang kagamitan sa pag-aaral.

Sa ganitong gawi ng gubyerno, hindi kailanman masusolusyonan ang papalalang mga backlogs ng mga batayang pangangailangan sa mga eskwelahan. Patuloy lamang na maghihirap ang mga mag-aaral at magulang sa ganitong kalagayan. Patuloy lamang na walang kalidad na edukasyon ang matatanggap ng mga mag-aaral at mamamayan.

Ang kapos na kapos na pagpopondo at ganap pag-abandona ng gubyerno sa public basic and tertiary education, ay ganap na pagsusubo din ng gubyerno sa mga mag-aaral at kanilang mga magulang sa mga profit-oriented educational corporations and institutions, at gayundin sa mga nagpapanggap na mga non-profit educational institutions. Patunay sa ganitong kalagayan ang samu’t saring income-generating-projects (IGP’s)  at tuition and other fee increases sa  mga SUC’s at private Higher Institutions.

 

Edukasyon ng piNoy, patungong kumunoy!

Dahil pinalalala pa ng husto ng gubyernong Aquino, partikular ni PNoy, ang masahol na ngang kalagayan ng sistema ng edukasyon na iniwan ni Gloria Macapagal-Arroyo, WALA sa kamay nito ang tunay na pagtahak sa tuwid na landas at tunay na pagbabago. BOGUS at AMPAW ang reporma sa edukasyon na isinusulong nito. PAPAATRAS at HINDI PASULONG ang tinatahak nitong pagbabago. At sa ganitong kalagayan, tiyak na ang edukasyon ng piNoy ay patungong kumuNoy!

Kaya’t mga guro, kawani, mag-aaral at magulang, ating pahigpitin ang ating pagkakaisa. Sapagkat nasa ating pagkakaisa ang tunay na lakas para sa tunay na makabuluhang reporma sa edukasyon at nasa ating sama-samang pagkilos ang tunay na pagtahak sa pagsulong at tunay na pagbabago!

Teachers gives Noynoy failing marks for current education crisis

METRO MANILA – Alliance of Concerned Teachers (ACT) gives PNoy a failing mark on his 1st year in office, denouncing the government's continuing neglect and abandonment of education and other social services.

 

Members of ACT joined the march to Mendiola Bridge, led by Bagong Alyansang Makabayan (BAYAN), to mark the first year of the Benigno Aquino III regime, with placards bearing "Edukasyon ng PiNoy, patungong kumuNoy."

 

"Every year, educators and employees of public basic and tertiary education bear the brunt of the insufficient budget for education, which results to large class sizes, and lack of teaching and learning facilities in our schools," ACT Secretary General Ms. France Castro said. “Sa unang taon ni PNoy, hindi niya niresolbahan ang ganitong masahol na kalagayan ng ating public basic and tertiary education, bagkus pinalala pa nga niya ito dahil sa kanyang patuloy na pagpapabaya at pag-abandona sa edukasyon ng mamamayan, at sa adelantado at iresponsableng pilit na pagpapatupad ng Universal Kindergarten Program.”

 

Castro added that "The quality of education is sinking, as if being buried in quicksand, and the Noynoy Aquino government should be acting at the root of the problem, and not just provide superficial solutions that benefit private institutions and corporations."

 

Benjie Valbuena, ACT National Vice Chairperson, also added that the state of tertiary education in the country is no different from the quality of basic education. "The government is slowly passing on the responsibility of educating Filipinos to private corporations, by slashing subsidies for our state universities and colleges," he said. "The salaries of teachers and employees are not sufficient for the daily cost of living, and the students are being forced to pay higher tuition and other fees for for them to finish their tertiary education."

 

Valbuena also cited that because of the zero budget for capital outlay, and the slashing of budget for maintenance and other operating expenses in SUCs, students are being crammed in large class sizes. "In PUP, EARIST and TUP, more students are forced into classes with 50 to 70 students. With those number of students per class, quality education cannnot be ensured. Educators should be able to give adequate attention to each student." He also added that classrooms should be conducive for learning, should have adequate seats and proper ventilation and other facilities.

 

ACT said in their statement that the state of education under the present administration has become worse than it was under Gloria Macapaga-Arroyo’s presidency. They said that the reforms being presented by Aquino, such as the additional years in basic education and the universal kidergarten, are “bogus and hollow.” They also said that the changes being put forward by the Aquino regime is regressive, and not progressive change in the education system.

 

“We thought that the quality of education has already hit rock bottom under the Arroyo regime,” Castro said. “But under Aquino’s so-called “daang matuwid”, it is sinking even lower.”

 

ACT clamored that the budget for education should be equal to the 6% Gross Domestic Product, and they also called for the increase in the salaries of teachers, education workers and employees. ##
