Thousands of youth and students walkout to reveal “true state of the nation”

 

A few days before President Noynoy Aquino’s State of the Nation Address (SONA), thousands of youth and students from University of the Philippines (UP), Polytechnic University of the Philippines (PUP), UP Manila, Rizal Technological University (RTU), and many other schools nationwide walked out of their classes and marched to Mendiola today to “reveal the true state of the youth and nation.”

 

With support from faculty and school administrators, the actions called on the Aquino administration to increase government budget for education, stop tuition increases and stop the skyrocketing of oil prices.

 

The “National Day of Unity and Action” was led by Anakbayan, National Union of Students of the Philippines, League of Filipino Students, Student Christian Movement of the Philippines, Karatula, College Editors’ Guild of the Philippines and Kabataan Partylist.

 

The administrations of 112 state universities and colleges (SUCs) under Philippine Association of State Universities and Colleges (PASUC) also expressed their support for the action and in a unity statement said that “in preparation for the SONA and the budget talks following that, it is crucial that we revitalize our unity and collective action to call for a sufficient increase in the budget of public higher education.”

 

The budget for SUCs was reduced by government last year, triggering campus strikes and protests.

 

According to Anakbayan national chairperson Vencer Crisostomo, Aquino’s SONA will prove to be a “State of No Achievement” speech considering that he “failed to do anything meaningful” to address the education crisis, as rising drop outs due to budget cuts and tuition increases continue to plague the youth and students.

 

The conditions of the Filipino youth have worsened after a year. The promise of change was clearly a farce. No real change has been instituted in terms of providing access to education and a decent future for the youth, we have instead seen budget cuts for education and social services to favor corruption, military and foreign debt spending,” he said.

 

Crisostomo said the protests ahead of the president’s SONA is a message that the youth and people have had “enough of papogi, pashowbiz, empty rhetorics and attempts at humor to cover-up for his lack of achievement and the anti-people, pro-business and landlord policies he’s implemented.”

 

The real state of the nation: poor, hungry, and deprived of their basic rights and social services,” he said.

 

Also, highlights of the day of protest were “new” and “creative” actions. In UP Diliman, students held a “planking” protest, an activity popular in the internet with participants lying face down and posting their photos on the net. A flash dance to the tune of “Papa Amerikano”meanwhile was also featured in the rally program. Fighting the “Dark Arts” were protesters wearing Harry Potter costumes.

 

According organizers, today’s protest is in preparation for bigger actions on July 25, the president’s SONA, where multi-sectoral groups are set to march to Batasang Pambansa. #

112 SUCs launch nationwide actions, challenge PNoy for sufficient budget on SONA

The Philippine Association of State Universities and College (PASUC),
together with Kabataan Party-list and other youth groups, today staged
nationwide protest actions challenging President Benigno Aquino III to
commit a sufficient budget for public tertiary education on the
upcoming State of the Nation Address (SONA).

Wearing white ribbons, the 112 SUC-members of PASUC all over the
country called for justice for public tertiary education which has
experienced huge budget cuts over the past 20 years.

Meanwhile in the National Capital Region, education protests were
packaged as walkouts which even UP President Alfredo Pascual
reportedly endorsed. Also present were decentralized actions from
candle lighting to “planking,” a popular activity around the world
consisting of lying face down often in unusual places or locations.

According to Kabataan Rep. Raymong ‘Mong’ Palatino, “members of the
education sector are voicing as early as now our demand for a
sufficient budget for public tertiary education. We will definitely be
out on the streets on SONA day as we appeal to President Aquino to
prioritize social services such as education.”

“Our nation will not develop without a functional public tertiary
education. SUCs are crucial in the process of national progress and
development. We shall drumbeat the call of SUCs for a sufficient
budget to gain ground in the budget fight,” he said.

SUCs were given P24-B budget in 2011. PASUC maintained that the amount
is “grossly insufficient” for the qualitative operation of SUCs. It
said that the meager budget is forcing many SUCs to resort to
commercializing schemes which cause an increase in tuition and other
fees.

“Accessible quality education is a key service that should be palpable
in any society that claims to be democratic. The increasingly
inaccessible tertiary education breeds ignorance, hampering social
progress. We cannot turn a blind eye and allow this to continue. This
makes the call for SUC budget increase worth fighting for,” Palatino
said. ###

SUCS, YOUTH GROUPS LINK ARMS FOR PRE-SONA EDUCATION PROTESTS

Picking up from the massive education protests last year, the Philippine Association of State Universities and Colleges (PASUC) and national youth groups on Friday have vowed unity to push for education demands through a nationwide walkout and protest actions on July 19, in preparation for the State of the Nation Address (SONA) of President Benigno Aquino III.

The 112 SUC-strong PASUC in a unity statement said that “In preparation for the State of the Nation Address of President Aquino on July 25 and the budget talks following that, it is crucial that we revitalize our unity and collective action to call for a sufficient increase in the budget of public higher education.”

Kabataan Party-list Rep. Raymond ‘Mong’ Palatino, after clinching the commitment of PASUC, said that the “partnership will definitely reinforce our concerted efforts in the education fight. Our united resolve to push for a sufficient budget increase for our SUCs will impact SONA and the budget talks. If we need to mobilize ourselves for another massive strike to make President Aquino listen, then so be it.”

Palatino said that on July 19, SUCs and youth groups will do a “white ribbon” protest and a nationwide walkout to symbolize “the call for justice for public tertiary education.” He said that SUCs have suffered continuous budget cuts through the years .

PASUC said that its 2011 budget of P24 billion is grossly insufficient to fund the operation of SUCs. It added that the budget cuts have invariably limited the people’s access to education.

Palatino said that an alternative SUC budget is now being drafted with PASUC to be submitted to the Department of Budget and Management (DBM) and President Aquino before his SONA. ###

PASUC declares solidarity for greater state subsidy, July 19 day of action

In its officers’ meeting yesterday, the Philippine Association of State University and Colleges declared their resolve to fight for greater state subsidy and set July 19 as Day of Unity and Action. They agreed to wear white for education and hold various mass actions nationwide. Signatories of the manifesto include Dr. Ricardo Rotoras, PASUC President; Serafin Ngohayon, PASUC Auditor; Dr. Olympio Caparas, TUP President and VP for NCR; Dr. Miriam Pascua, VP for Luzon.

FIGHT FOR GREATER STATE SUBSIDY!

Quality education is a right; it is a right enshrined in our country’s Constitution, and in the long history of the University of the Philippines as the country’s premier tertiary state institution.

Yet, deepening poverty coupled with the rising cost of education in our country pushed 73% of the youth to drop-out of school last year, per data from the Department of Education. Of those enrolled as freshmen in college, almost 83% will not be able to graduate. The same statistics peg that 7.93 million children 6-15 years of age do not even stand a chance to enter elementary or high school.

This persistent crisis is caused, fostered, and exacerbated by inadequate government spending on education at all levels. It has resulted in poor facilities, low faculty salary, contractualization of employees, and lack of basic student services in public schools. Even worse, the continuing lack of state subsidy has forced university administrations to resort to measures such as tuition hikes, socialized tuition, imposition of new fees, and other ways to generate funds.

The crisis will get worse as the tertiary education budget is systematically and continually reduced despite the present fund deficiencies. President Benigno Simeon “Noynoy” Aquino III announced in his 2011 budget message, “We are gradually reducing the subsidy to [state colleges and universities] to push them toward becoming self-sufficient and financially independent, given their ability to raise their income and to utilize it for their programs and projects.”

Amidst the low wages of the Filipino workers and the skyrocketing prices of basic goods and services, it is high time to ensure that fundamental education does not become further backbreaking burden to the ordinary Filipino. We are alarmed that state support for education under President Aquino is diminishing in measures, and deteriorating in quality.

We assert that the government must fulfill its responsibility of putting education and basic social services as its utmost priority. We demand that government must commit and timely release funds to the education sector – to the Department of Education and to state colleges and universities, including the University of the Philippines.

It is in this united resolve that we, the undersigned officials, offices, student organizations, and formations, declare our support in the campaign to end education crisis and to fight for greater state subsidy.

We urge the whole UP community to once again decisively stand for our right to education. We are resolute that only through greater and adequate state support that education can truly be democratic and mass-oriented.

Collectively, let us push for greater state subsidy for education and basic social services. Let us demonstrate our firm resolve and position as one UP community by participating in three major mobilizations.

On July 14, we shall march as one UP community to declare our unity for greater state subsidy.

On July 19, we shall unite with other UP units, state colleges and universities, private schools, and the rest of the Filipino youth in calling for solutions to the education crisis and ensure genuine democratic access to education.

‘UP operations increasingly shouldered by students’

 

Operations of the country’s premier university, the University of the Philippines (UP), are now largely taken from student fees, said UP student regent Krissy Conti, as students from across the UP system today launched massive mobilizations for greater state subsidy to the education sector and in solidarity with the mothers of fellow students Karen Empeno and Sherlyn Cadapan.

 

Conti said internally generated income at P1.83 billion, account for 66% of maintenance and other operating expenses in UP’s internal operating budget for 2011. Of this amount, P410 million are expected from tuition collections and P22.79 million from other student collections.

 

This is a significant increase from the 47% share of internally generated income in the 2010 budget, and from the five-year average of 55%.

 

“Students need to pay more for the university’s upkeep, as budget allocations from the government mainly pay for salaries of teachers and personnel. Students are thus charged maintenance fees even for activities that are academically related,” said Conti.

 

Students in the state university pay up to P1,500 per unit, rounding off to about P30,000 per semester for regular load. There are laboratory fees and miscellaneous fees, and other charges for use of university facilities.

 

For 2012, the University has asked the Department of Budget and Management for P17.1 billion, from a base budget of P6.82 billion as allocated for 2011. The additional requirement of P10.23 billion will go to maintenance of facilities and to the construction of new buildings.

 

In a statement, the UP Diliman community said, “We are alarmed that state support for education under President Aquino is diminishing in measures, and deteriorating in quality. We demand that government steadily commit and timely release funds to the education sector – to the Department of Education and to state colleges and universities, including the University of the Philippines.”

 

The statement is signed by student leaders led by the student regent and the chairperson of Katipunan ng mga Sangguniang Mag-aaral sa UP, the alliance of UP student councils, Anj Cando of UP Visayas. It is also signed in solidarity by UP Diliman deans, Miguela Mena of the Asian Institute of Tourism, Rolando Tolentino of the College of Mass Communciation and Erniel Barrios of the School of Statistics.

 

UP students also showed solidarity with the mothers of missing UP students Karen Empeno and Sherlyn Cadapan, who faced Maj. Gen. Jovito Palparan, accused of abducting and torturing the students in 2006. Palparan et al today submitted their counteraffidavits in the criminal complaint in front of a panel of prosecutors.

 

Conti said, “We walk out today in honor of Karen and Sherlyn, who were both passionate campaigners for adequate state subsidy to education and social services.”

 

Students staged various activities across the UP system. In UP Diliman, artists led the crowd in a flash mob, dancing to pop tunes at the Palma Hall lobby. In UP Visayas, some 1,000 students merged in the city center Iloilo after lunch.

 

The Metro Manila contingents later joined other students from state colleges and universities at Mendiola.

 

UP students have pledged to join activities leading to the SONA, when the president is expected to present the budget for next year.
