ILPS CONDEMNS COORDINATED US POLICE ATTACKS,
URGES THE PEOPLE TO INTENSIFY THE FIGHT

The Office of the Chairperson of the International Coordinating Committee
(ICC) of the International League of Peoples’ Struggle endorses the
statement below which has been issued by ICC members in the US on November
17, 2011. We call on all ILPS national chapters and member-organizations
throughout the world to circulate this statement and undertake further
statements and actions to support the Occupy Movement in the US. Thank
you.
KEEP IT IN THE STREETS! INTENSIFY THE FIGHT!
TO OCCUPY IS THE PEOPLE’S RIGHT!
In Oakland and New York City, in Denver and Portland and Chapel Hill,
N.C., the 1 percent sent their gun thugs to destroy the Occupy Movement.
They want to scare us off the streets and back into the ballot box, beat
us back into the good-cop, bad-cop game of the corporate-run Republican
and Democratic parties. But behind the façade of electoral politics, the
unelected tyrants on Wall Street continue to rule the country. It is they,
not the people, who tell the politicians what to do.
The cowardly attacks by Wall Street’s mercenaries in blue were coordinated
with the Department of Homeland Security and the Federal Bureau of
Investigation. That’s the same FBI whose COINTELPRO program murdered
dozens of Black, Latino and Native activists in the ‘60s and ‘70s.
WHEN THE ENEMY ATTACKS YOU, YOU’RE DONG SOMETHING RIGHT
Along with their cops, the 1 percent have unleashed their media. “Enough,”
say the billionaire-owned papers and TV stations. “You’ve made your point.
Now go home and leave things to the politicians. You’re only the people.
What do you think this is, a democracy?” But when the enemy attacks you,
you know you’re doing the right thing.
HAS CORPORATE AMERICA STOPPED ATTACKING THE WORKING CLASS
Have the 1 percent stopped laying us off and attacking our wages and
benefits? Have they stopped evicting us and foreclosing on our homes? Have
they stopped firing teachers and bus drivers and hospital workers while
they hoard trillions of dollars that we produced? Have they stopped
plotting to gut our Social Security and Medicare and Medicaid, our Postal
Service, our schools and hospitals?
Have they stopped denying 30 million people the right to a decent job?
Have they stopped denying millions the right to medical care. Have they
stopped the mass incarceration of youth of color whose communities the
banks and corporations have destroyed. Have they stopped waging bloody and
unjust imperialist wars all over the world?
IF THERE IS NO STRUGGLE, THERE IS NO PROGRESS
The immortal words of Frederick Douglas are as true today as they were in
1857. Real change has never been made at the ballot box.
Look at the 1930s. How did we win Social Security and Medicare, the 8-hour
day, unemployment insurance and the minimum wage, the right to retire and
the right to organize, all the things they want to take away from us.
Workers won these things by marching and striking, by occupying factories
and physically blocking evictions, by shutting entire cities down.
Look at the 1960s. How did Black people win basic civil rights and
overthrow the regime of legal segregation. By marches and boycotts, by
sit-ins and rebellions in the streets. The right to vote was not won by
voting.
These struggles were also victorious because they were part of a worldwide
struggle against the power of monopoly capital.
POWER IS THE ONLY LANGUAGE THE 1 PERCENT UNDERSTAND
And we have power, the power to shut this country down! Oakland
dockworkers, members of the International Longshore and Warehouse Union,
showed the way when they shut the port down the port on Oct. 25 to protest
the police assault on Occupy Oakland.
NO RETREAT, NO SURRENDER!
The 1 percent want to take everything we have left. They won’t stop unless
we stop them!
Now is not the time to retreat! It is time to intensify the fight! To
occupy streets and parks-and factories and schools and shopping malls and
banks and stock exchanges! Workers created the wealth of this country!
Bankers didn’t! CEOs didn’t! Cops didn’t!

Karapatan staff receives death threats in Dumaguete,
Negros Oriental

On the afternoon of November 8, 2011, while Karapatan coordinator Jose
Luis Blanco was resting at the office after a field work, he received a
call on his cellphone from an unregistered number (09095596583).
The male caller asked if he is speaking to Jose Luis Blanco. After
confirming that he is Blanco, the caller then burst out in a barrage of
anti-communist monologue. The caller accused Blanco of being a member of
the New People’s Army, and a “God-less automaton of Jose Maria Sison in
the Netherlands. The caller threatened Blanco that he will be sexually
abused and stabbed to death. The caller also warned that “they” know where
Blanco is, and that “they” would have him killed.
Shocked at the caller’s tirade, Blanco could only mutter “ok” during the
two-minute call.
When the phone was disconnected, the perpetrator called again.But Blanco
turned off his phone. Blanco later reported the incident to the local
police.
On November 21, the perpetrator called again, but Blanco did not answer.
Since 2008, Blanco has been receiving threats and harassment because of
his human rights work. His person has been vilified on numerous occasion
by the 79th Infantry Battalion. He was also falsely charged of kidnapping,
direct assault, and more recently, of violation of the Negros Oriental
provincial ordinance that regulates the conduct of fact-finding missions.
Recommended action:
Send letters, emails or fax messages calling for:
The immediate formation of an independent fact-finding and investigation
team composed of representatives from human rights groups, the Church,
local government, and the Commission on Human Rights that will look into
threat, harassment and intimidation of Jose Luis Blanco.
The military to stop the labeling and targeting of human rights defenders
as “members of front organizations of the communists” and “enemies of the
state.”
The Philippine Government to withdraw its counterinsurgency program Oplan
Bayanihan, which victimizes innnocent and unarmed civillians.
The Philippine Government to be reminded that it is a signatory to the
Universal Declaration of Human Rights and that it is also a party to all
the major Human Rights instruments, thus it is bound to observe all of
these instruments’ provisions.

Paramilitary men go on a rampage in Agusan del Sur,

Account of the Incident: On June 30, 2011 at around 5 am, Arpe was lying
on the floor of his house with his wife Mayse and three children, aged 1
year old, 4 years old and 8 years old, when they heard men on the ground
outside their house. About two meters from their house, Arpe's daughter
(Michelle), 14 years old and his nephew Solte, 21 years old were asleep in
a neighboring house. All of a sudden, gunfire was directed at the house
where Michelle and Solte were sleeping. Solte jumped out of the house and
was followed by gunfire. Michelle saw Solte fall to the ground as she was
hit on the left leg. She rolled down the hillside to hide below.
The gunmen entered the Belayong house and as Arpe tossed his one-year-old
daughter to Mayse, he was shot twice on the chest, falling over Adeb, who
was still lying on the floor. After seeing Tala Mansinugdan and Laging
Binsalan among the armed men who shot Arpe, Mayse jumped out of the house
with her baby daughter and eight-year-old son and rolled down the hill to
their farm plot below. She saw her wounded teenage daughter and told her
to hide. Mayse then ran for two kilometers to get help at the house of
Lagdam Hanghadon, her cousin and their nearest neighbors.
Learning of the events in Arpe's house, Lagdam's children Dexter, Donie
and Jun-Jun Hangadon returned to the place of the incident at around 9am
and saw Arpe's body lying over his four-year-old son (Adeb) who was alive
with a leg wound and covered in his father’s blood. They saw the
Belayong’s belongings scattered all over the house and some piled over his
body. They also retrieved Solte's dead body 3 meters away from Arpe's
house. They also found Michelle hiding in the nearby farm at the foot of
the hill near their house.
After placing the two dead bodies side by side inside the Belayong house,
tying and wrapping them in cloth and plastic sheeting, they were not able
to bury the bodies because they were worried that the armed men would go
back for them. After arranging the corpses in the house, the Hangadon
brothers took Michelle and Adeb back to Lagdam's house where they were
reunited with their family.
For fear of the members of the Salakawan patrolling the mountains, it took
10 days for the family to find assistance and seek sanctuary in the
lowlands. In the meantime, Michelle and Adeb were treated for their bullet
wounds. Mayse, and her two other children are recovering from their
experiences.
Background
In March 2011, local Higaonon organization Linundigan, through their elder
Datu Man-altuwan requested the Rural Missionaries of the Philippines (RMP),
an NGO assisting indigenous peoples in Agusan, to establish a community
school in Semontanan, Brgy. Calabuan in the mountains of Esperanza, Agusan
del Sur. Understanding the need for such a lumad (indigenous peoples of
Mindanao) school and with the community's cooperation, the RMP responded
positively to the request.
Arpe Belayong supported Linundigan's initiative to have the RMP school in
their community. He was a father of three school-age children and also a
member of the Parent-Teacher-Community Organization of their community
school in Lawan-Lawan, Las Nieves from where they were displaced two years
ago. Although he lived four-days-hike away from the village center of
Semontanan in the middle of the forest, he welcomed the building of the
school.
On May 11, 2011, Arpe was visited by Bontula, younger brother of Tala
Mansinogdan, who told him that Tala was being held captive by Laging
Binasalan, a known member of Manpatilan's Wild Dog, now called Salakawan.
On May 14, Tala himself visited Arpe and warned him that Laging released
him on the condition that Tala convince Arpe to leave his Mansalog home
and farm because it is Laging's territory. Mayse asked that they be
allowed to harvest their crop before leaving the area.
On June 6, 2011, the staff of RMP with Datu Man-altuwan, Brgy. Captain of
Brgy. Calabuan and local members of Linundigan from Semontanan visited the
office of Mayor Nida Manpatilan in Brgy. Poblacion, Esperanza, Agusan del
Sur. Former Mayor Deo Manpatilan was also in Mayor Nida's office at the
time. Only the RMP staff, Datu Man-altuwan and Calabuan village chair were
allowed an audience with the Mayor.
During the interview, Deo Manpatilan repeatedly warned Datu Man-altuwan's
decision to allow the RMP to start a school in Semontanan, saying that the
children would be taught anti-government and subversive songs. He warned
the village chair and Datu Man-altuwan that should anything happen to the
community related to RMP's running of the school, the Esperanza LGU (local
government unit) cannot be held responsible and cannot intervene. In his
parting shot, Manpatilan reminded the RMP to strictly follow legal
procedure with the Department of Education on the opening of the school.
After their interview, Datu Man-altuwan was brought to Deo Manpatilan's
home and was further warned about allowing the RMP into Semontanan. He was
presented with the alternative of allowing a logging firm to help them
build a school instead.
Despite the threats, RMP was able to get the support of Linundigan, an
organization of the Higaonon indigenous peoples, through their resolution,
affirming their desire to have a community school in Semontanan.
On the third week of June, Tala returned to Arpe's home to inform him that
Laging Binasalan and his Salakawan group was going to launch an operation
to clear Mount Manalog.
In 2006, Higaonon communities opposed to self-acclaimed Higaonon tribal
leader Ronald Manhumosay's Certificate of Ancestral Domain Title (CADT)
claim in the Higaonon ancestral domain areas in Agusan del Norte were
harassed by the latter’s armed Bungkatol Liberation Front (BULIF), a
paramilitary group formed by the Kahugpungan sa Nagkahiusang Minorya (KNM),
a government-initiated tribal organization as part of the “Zone of Peace”
effort under the counter-insurgency program, Oplan Lambat Bitag in 1992.
It claims representation for the Higaonon in negotiations with the
National Commission on Indigenous Peoples (NCIP) and the Tribal Coalition
of Mindanao (TRICOM). Datu Ronald Manhumosay is the current president of
the KNM. It is the holder of CADT 18, covering communities from Km.30
onwards along the Nasipit Lumber Company (NALCO) road.
Many Higaonons died in connection with this conflict, among them Somo
Senga, whose killing was among those reported to UN Special Rapporteur
Philip Alston when he visited Mindanao in 2007. Despite reports of
killings and harassment perpetrated by private armed groups in claiming
territories in the resource-rich Higaonon ancestral domain, the Philippine
National Police (PNP) and the Armed Forces of the Philippines (AFP) have
tolerated the continued arming of groups such as the BULIF and
Manpatilan's Wild Dogs. With the addition of the AFP's Task Force
Gantangan – Bagani Force (TFG-BF), more rogue armed bands are roaming the
mountains of these areas.
As the harassment escalated in 2007 that resulted in the closure of
literacy-numeracy schools in Lawan-Lawan, Las Nieves Agusan del Norte,
small Higaonon communities opposed to Manhumosay's claim were displaced
deep into the mountains in the boundaries of the four provinces of Agusan
del Norte, Agusan del Sur, Misamis Oriental and Bukidnon. Those who
relocated from Las Nieves, Agusan del Norte to escape Manhumosay's BULIF
and went to the hinterland communities in Esperanza, Agusan del Sur are
now prey to Manpatilan's Wild Dog.
In 2009, Datu Mampaagi Belayong, elder and founding chairman of
progressive Higaonon organization, Linundigan, was killed in his home in
Brgy. Kinamaybay, Esperanza in Agusan del Sur by known members of the TFG-BF
and BULIF in a joint operation. Despite first hand witnesses to the
killing, no arrests were made. One of the known perpetrators in Datu
Mampaagi's killing, Commander Bawang, has verbally attacked progressive
organizations and their leaders and has vowed to wipe out their ranks.
As big investors in oil palm plantation and mining focus their interests
on the forest areas in Esperanza, Lumad dealers Manpatilan, Manhumosay,
Mansulonay and Napongahan who have CADT claims, stand to personally
benefit from these firms to the detriment of the larger Lumad communities
that they claim to protect. Exploiting the prescriptions of the defective
Indigenous People's Rights Act (IPRA) and its corrupt National Commission
on the Indigenous Peoples (NCIP), that instead of genuinely respecting the
right to self-determination and concretely recognizing their ancestral
domain, these instruments have become tools for further exploitation and
sell-out of the natural resources that the indigenous peoples in Agusan
have preserved for generations.
Recommended action:
Send letters, emails or fax messages calling for:
1. The immediate formation of an independent fact-finding and
investigation team composed of representatives from human rights groups,
the Church, local government, and the Commission on Human Rights that will
look into the extrajudicial killing of Arpe Belayong and Solte Sanogan,
frustrated killing and violation of the rights of children of Mayse
Belayong and her four children, and threat, harassment and intimidation on
Datu Man-altuwan and other leaders of the Linundigan-Kalumbay and staff of
the Rural Missionaries of the Philippines.
2. The military to stop the labeling and targeting of human rights

Leader of small-scale miners killed in Compostela
Valley

Four armed men suspected to be hired killers
On April 12, 2011, at around 6 PM, Santos V. Manrique, also known as
Ricky, was at the lawn in front of his house in Brgy. Kingking, Pantukan
responding to a call in his two-way radio. His wife, Amelia, 46, said she
was just a meter away from him, while their six-year-old grandson was also
near when a man arrived and shot Ricky three times at the back with a .45
caliber pistol, from a three-and-a-half meter distance.
Amelia said that as soon as Ricky fell, the gunman pointed his gun at her
and other members of the family as he stepped backward. The assassin then
headed towards the road where three other men were waiting on two TMX
motorcycles. Amelia described the gunman to be between 25 and 30 years old
with fair complexion, and was in a white t-shirt and white shorts.
With the help of their neighbours and family members, Amelia brought Ricky
to the Community Hospital of Pantukan where he was declared dead on
arrival. Ricky sustained two gunshot wounds at the back which exited to
the right and left side of his chest, and one in the head which hit him on
the right side and went through to the left side.
As leader of two groups of small-scale miners, Chair of the municipal
chapter of Panalipdan, as well as village councilman, Ricky had been
active in the campaign against the entry of big-scale mining.
Panalipdan is a broad alliance of environmentalists and other people’s
groups which advocate the defense of the environment, land rights and food
sovereignty.
In 2008, Ricky was at the forefront of the campaign against the entry of
the Philippine Mining Corporation (PMC).
In 2010, he was the spokesperson of the campaign that initiated the
petition-signing against the entry of the Napnapan Minerals Resource
Incorporation (NMRI) in Boringot area. The petition was submitted to the
municipal council of Pantukan, with a copy furnished to the office of the
Pantukan mayor, and forwarded to the office of the Compostela Valley
provincial governor.
This year, Ricky was visibly active in lobbying with the local government
against the entry of big mining companies.
On January 25, 2011, the Small-Scale Miners’ Cooperative of Boringot led
by Ricky filed a petition against the Nationwide Development Corporation (NADECOR)
and the Russel Mining Corporation which planned to enter into mining in
Boringot. The petition was submitted to the municipal council of Pantukan,
with a copy furnished to the Pantukan mayor, and forwarded to the
provincial governor. The entry of the two mining companies was approved by
the Pantukan municipal council in a resolution in 2009, and was supported
by Pantukan Mayor Celso Sarenas.
On March 2, 2011, Ricky and the small-scale miners held a dialogue with
Provincial Governor Arturo “Chiongkee” Uy and members of the Provincial
Board and discussed the petition submitted in January. The petitioners
were joined by Francis Morales, Secretary General of Panalipdan-Southern
Mindanao Region, representatives of the Kilusang Magbubukid ng Pilipinas
(Peasant Movement of the Philippines), Anakpawis (Toiling Masses)
party-list, Katribu party-list and other advocates. The local government
officials gave their commitment to support the petition.
On March 9, 2011, elements of the 1001st Infantry Brigade harassed Ricky
and his companion in barangay Mipangi, Nabunturan municipality, as they
negotiated with the soldiers regarding the claims and relocation of mining
in the area.
On March 25, Ricky did not attend the public scoping at the office of the
Russel Mining Corporation in Pantukan, where the company presented its
mining plans. Ricky had said that he avoided the activity because he knew
that he had earned the ire of the authorities in Pantukan because of his
involvement in the protest against the entry of big mining in the area.
Ricky’s family suspects that his stand and active involvement in the
protest against big mining was the main reason for his killing.

B'laan tribe chieftain and his son tortured and
killed in Sta. Cruz, Davao del Sur

Alledged perpetrator(s):
An unidentified number of men believed to be elements of the 39th Infantry
Battalion.
On the morning of February 27, Rudy and Rudyric Dejos was working on their
respective farms which is near their residence in the village of Zone 1,
Sta. Cruz, Davao del Sur.
Rudy's wife, Mercy, left for the village market to sell their crops. When
she returned home at around 4:00 PM, she found her husband's and son's
lifeless bodies, bathed in blood. The bodies bore gunshot and stab wounds.
There were also signs of possible torture as there were bruises on the
bodies, and the victims hands and nails were smashed.
Mercy believes that her husband and son were killed around noon because
the bodies were already cold and stiff, and the food for lunch that Rudy
prepared was left untouched.
In June last year, elements of the 39th Infantry Battalion of the
Philippine Army set-up camp in the Barangay Hall in the center of Barangay
Zone-1, Sta. Cruz, conducted village meetings (or “pulong-pulong”) and
invited residents, including Rudy, to come in and “clear” their names. A
rebel returnee and a community organizer named Jojo have told Rudy that
the latter has been mistrusted in the village and that he should “clean”
his name from the military's record. The military have accused Rudy's
tribe as “frontline of the underground movement” and the New People's
Army, and should be dismantled. Rudy decided not to go to the Barangay
Hall because he believed that, even though he wishes to explain his side,
the military would not believe him.
Rudyric, on the other hand, was interrogated by a certain Boyong on June
6, 2010, outside Rudy's home. Boyong asked Rudyric about his
brother-in-law suspected of being an NPA guerilla, and even aimed a gun at
the latter's head. Boyong also took Rudyric's picture with a cellphone
camera without permission.
Also in December 2010, a certain Arman, a leader of the Barangay Defense
System1 in the village and a known military intelligence agent, threatened
Rudy over the founding of the Zone-1 Farmers Association which is
affiliated with the KMP.
* Barangay Defense System (BDS) is a group of civilians formed by the AFP
after a massive military counter-insurgency operation in a community. Some
of the members of the BDS are forced or coerced to join, and some are
given firearms by the AFP.

defenders as “members of front organizations of the communists” and
“enemies of the state.”
3. The Philippine Government to withdraw its counterinsurgency program
Oplan Bayanihan, which victimizes innnocent and unarmed civillians
4. The Philippine Government to be reminded that it is a signatory to the
Universal Declaration of Human Rights and that it is also a party to all
the major Human Rights instruments, thus it is bound to observe all of
these instruments’ provisions.
