LFS leads youth organizations; stages lightning rally on 1st day of Balikatan exercises
Slams BALIKATAN, military agreements as travesty tothe country’s sovereignty
Members of the League of Filipino Students (LFS), together with other militant youth organizations, greeted the opening of this year’s Balikatan Exercises 2012 with a lightning rally at the US Embassy in Manila early morning today, April 16. The militant action is still part of their campaign against US interventionism in the country.
“Despite the people’s clamor for independence, Noynoy Aquino continues to be at the beck and call of the government of the US, and, in doing so, exposes himself as a slave for his imperialist masters instead of us Filipinos,” says LFS Spokesperson Gemma Canalis.


The group slammed the President for allowing continued US presence in the country in exchange for obsolete military vehicles.
 

“Like a dog to his master, Noynoy laps up outdated equipment from the US as bribe for their military operations in the country, like surveillance by unmanned aerial vehicles (UAVs), most famous of which is the armed US Drones, responsible for the recent Sulu bombing. The persistence of military troops not only in training, but years proven of actual combat operations is a clear breach of our Constitution,” added Canalis.
 

The US first used drones after the September 9/11 attacks and forced armed drones in pursuit of the Taliban in 2001. According to reports from New America Foundation, an independent think tank, 2 out of 10 deaths victimized civilians and non-combatants who are clearly not targets of the Bush’s “war on terror.
 

At present, the continued use of drones is part of the cost-cutting measure implemented by the Obama administration as expressed in their Quadrennial Defense Review of 2010 where their total debt incurred from military operations amounted to US $15trillion, US$1trillion of which was spent on its wars of aggression in Afghanistan.
 

Canalis also criticized the current US-Aquino regime for trying to deceive the people into welcoming US troops when the government said increased US military presence will help maintain national security. “The US is desperate to use the AFP as an extension of the USAF and preserve the Philippine islands as a strong military outpost in the Asia-Pacific region. It is a well-orchestrated plan to encircle and contain threatening economies to US such as China and North Korea. It is also a strategy to control 30% of trade and investments coursed through the South China Sea with 60,000 ships passing through this area every year.”
 

This clearly follows Secretary of State Hillary Clinton’s declaration of the American Pacific Century in November 2011 where she reiterated Obama’s plan to re-balance the (military) forces of US from Afghanistan to the Asia-Pacific. US is also desperate to protect its economic interest in the region with the recent forging of the Trans Pacific Partnership (TPP) where countries in the region will be reduced to a single trading community where US can immediately dictate its free trade agreements to the no-questions-asked compliance of puppet government such as Aquino’s.
 

 

 

“If the President will stand firm in siding with the US and its imperialist interests, he can expect a greater wave of actions more militant and massive in scale starting today,” warns Canalis. ###

Youth activists deface US embassy seal, condemn ‘continuing history of oppression, colonialism’

About 100 youth activists defaced the US embassy seal as they held an early morning protest in front of the US embassy in Manila today.

The flash rally kicked off the nationwide protests set today as a new round of US-RP Balikatan exercises begin.The activists were clad in “raunchy” jogging attire. Only 3 policemen and a couple of guards were there to try to stop the flash protest.

The youth protest led by League of Filipino Students and Anakbayan called for an end to US military intervention and condemned the ‘continuing history of US oppression and colonialism.’

“The Balikatan is a symbol of continuing US imperialist dominance and control. The US government, for so long, has trampled on our sovereignty, raped our women and murdered our people. Their economic policies have brought poverty and misery to our nation,” said Charisse Banez, ANAKBAYAN Secretary General.

The youth activists assailed President Noynoy Aquino for being a US “puppet and fanboy” and for inviting further US military intervention and increasing US presence.

“He is thumping his chest, yakyaking, overacting and shouting sovereignty regarding China but is subservient and meek as a lamb regarding the US troops invasion,” said Banez.

ANAKBAYAN said Aquino and US is “complicating and hyping” the conflict with China to serve as pretext for US troop invasion of the country.

More than 6,000 US troops are expected to participate in a new round of US-RP Balikatan this year, marking an increase of troops and expansion in the scope of US military exercises.

Earlier, ANAKBAYAN assailed “raunchy” tag used by a US Marine Corps website to describe Philippines and Filipina women. The youth group said this shows the US military’s “rape motive” vs Filipinas. ###

Multilateral Balikatan unconstitutional

"Other foreign troops cannot engage in military exercises without an enabling treaty." This was the statement of Atty. Terry Ridon, spokesperson and general counsel of Kabataan Partylist as he criticized this week's Balikatan exercises which would involve other foreign troops participating in supposed disaster management.

The young lawyer said that the 1987 Constitution requires the ratification of treaty to even allow for 'mere entry' of foreign troops.

"US and other foreign troops cannot hide behind the cloak of disaster management to cure the unconstitutionality of this year's Balikatan exercises."

He said that even if among the alleged thrusts of this year's Balikatan are disaster management and community development, such activities are well-within the confines of military operations with clear military objectives.

He said that disaster management and community development measures are conducted simultaneously with community intelligence gathering, surveillance operations, geo-mapping of terrain and topography, all of which serve clear combat objectives of the US Joint Special Operations Task Force.

"As such, US troops, in the guise of exercises and community activities, are in fact engaging in direct combat operations in the country, which completely tramples upon Philippine sovereignty."

US, China bullying

Ridon said that both China and the US are ultimately interested in exploiting the Philippines for their own political and economic ends.

"It is foolish for us to valiantly stand against China on one hand while pussy-footing US intrusions into Philippine sovereignty. Both must stop, and we must defend ourselves against both."

Caravan versus US Balikatan war games kicks off Monday

Various groups led by the Bagong Alyansang Makabayan (BAYAN) and the International League of Peoples Struggles (ILPS) will kick off on Monday nationwide actions to protest the Balikatan exercises that will start on the same day. The ILPS will also be spearheading international solidarity protests against the Balikatan exercises. Protesters from Manila are traveling from Quezon City to Clark Airbase and Basa Airbase for a one-day caravan. In Mindanao, an island-wide caravan will kick-off on April 16 and would converge in Zamboanga City on April 20, where the 600 US Special Forces have been based since 2002.
 

Umbrella group Bayan warned the Philippine government against inviting US involvement in regional issues such as the Chinese naval incursions in Scarborough Shoal and the recent North Korea rocket launch. It said that the US will intervene only to advance its own agenda of trying to maintain a dominant presence in the region. The move will certainly complicate the dispute, the group said.
 

“The Balikatan exercises is but part of a bigger design to make US troops a permanent fixture in the Philippines, even without any formal basing treaty. The hype surrounding the North Korean rocket launch, and the US statements on the disputes in the South China Sea are clearly intended to justify the permanent presence of American troops in Philippine territory and the region,” said Bayan secretary general Renato M. Reyes, Jr.
 

“The US wants it known that it is still top dog in this region, to the great dismay of many peace-loving peoples in Southeast Asia. We do not want our country to be used as a US outpost and playground. We are not a laboratory for US drone wars. We do not want the US meddling in our internal conflicts and regional issues. We do not want the Philippines acting like the US troops’ doormat in the region. We do not want US troops using our country as their RnR destination of choice,” Reyes added.
 

Bayan said that even if the Philippine government denies that the exercises are aimed against China, the US government has made it sufficiently clear as to the purpose of the war games.
 

“We should endeavor to stand up against China minus any US intervention,” he added.
 

In the document “Sustaining US Global Leadership, Priorities for 21st Century Defense” released by the White House in January 2012, the US government said that “U.S. economic and security interests are inextricably linked to developments in the arc extending from the Western Pacific and East Asia into the Indian Ocean region and South Asia, creating a mix of evolving challenges and opportunities. Accordingly, while the U.S. military will continue to contribute to security globally, we will of necessity rebalance toward the Asia-Pacific region”,” the document said.
 

“Over the long term, China’s emergence as a regional power will have the potential to affect the U.S. economy and our security in a variety of ways… In order to credibly deter potential adversaries and to prevent them from achieving their objectives, the United States must maintain its ability to project power in areas in which our access and freedom to operate are challenged. States such as China and Iran will continue to pursue asymmetric means to counter our power projection capabilities,” it added.
 

By April 30, the US and Philippine governments will be meeting in Washington to finalize details of the deployment of added US troops in the Philippines. News reports say US Marines from Okinawa are being moved to Guam and rotated to countries like Australia and the Philippines.
 

The ILPS said that more protests are expected on April 16 in areas like Los Angeles, San Francisco and New York in the United States, Canada, Netherlands, Hong Kong, South Korea, Japan, New Zealand, Australia and Saudi Arabia.


US bases are present in South Korea and Japan. Some 200 US troops meanwhile have moved to Australia recently under a new agreement between the US and Australian governments. ###

US-PH war games a prelude to ‘unofficial’ U.S bases, American military occupation – Anakbayan

Anakbayan, as the comprehensive patriotic organization of the Filipino youth, vehemently opposes the presence of any and all U.S troops in the Philippines. Thus, we are also opposed to the Balikatan war games between American and Filipino troops which will begin today, and will take place simultaneously in several parts of the Philippines.

These war games are among the arrangements between the U.S and PH governments which allow American soldiers to supposedly ‘visit’ our country. But in reality, these allow U.S troops to base themselves in the Philippines without the actual and physical military bases which we evicted back in 1991 and which are expressly forbidden under our Constitution.

We oppose the ‘basing without bases’ primarily because it violates the sovereignty and independence of our nation. In the past, the American military bases and personnel have interfered in our nation’s affairs. They bloodily suppressed pro-independence uprisings during the time we were a colony of the U.S, and during the Commonwealth. Even after the granting of our so-called independence, American troops again intervened by directing the mass murder of Filipino guerillas of the HUKBALAHAP (Hukbong Bayan Laban sa Hapon, or Anti-Japanese People’s Army).

Furthermore, the presence of U.S troops serves as a deterrent to any patriotic and pro-people decisions the host country’s government might undertake, especially if it runs counter to the interests of the American government. Declassified files of the Pentagon and the Central Intelligence Agency have revealed U.S military action against nationalist governments in Cuba (Bay of Pigs Invasion), Chile (1971 Coup), Nicaragua (Contras of 1980s), and Venezuela (failed 2001 Coup).

Aside from the violation of our independence, our past experiences with the American bases reveal the scourges brought about by U.S troops in our country.

U.S military forces have previously brought in nuclear material in our country, something which is expressly prohibited in our Constitution. After the 1991 Mt. Pinatubo eruption, evacuees were housed in the just-abandoned U.S bases. Hundreds became sick with radiation poisoning and died, to say nothing of hundreds of evacuees’ children who have suffered birth defects. As of present, we do not have the power to inspect American soldiers to ensure that it does not happen again.

U.S soldiers have been known to sexually abuse Filipinas, as well as encourage prostitution which also exploits them. In other countries, they are also notorious for committing massacres, such as the July 2007 massacre of a dozen Iraqis, including two journalists, by a U.S military helicopter crew. Recent events, such as the ‘Subic Rape Case’, have shown that our government has been rendered helpless in bringing erring American soldiers to justice.

But the most recent threat to the Filipino people is the introduction of ‘killer drones’, or unmanned aerial vehicles of the U.S military. While they are touted in American government propaganda as ‘smart weapons’, it is well-documented in Afghanistan and Pakistan that they either miss their targets or deliberately target civilians.

We thus reiterate our call: the greatest threat to the freedom of our country and people is already within our borders. In its decades-long military occupation and presence of the Philippines, as well as that of our nations, American troops have proven to be a bwisita, or a most unwelcome guest. ###

 

 

 

 
 
   
   
   
   

 

“Vandals”

In today’s news reports, the word “vandalism” has been used to describe the protest action by militant youth and students at the US embassy yesterday, April 16. The alleged “vandalism” pertains to the paint-bombing and removal of letters from the seal of the US embassy in Manila. One report headlined as “Police caught sleeping as vandals attack US embassy”. (Notice how the usual “militants” tag has been dropped in favor of “vandals” ).

The word “vandalism” is derived from the Germanic Vandals who ransacked Rome and were said to have defaced or destroyed much of the “beauty” of the Empire that was founded on slavery and colonization. Wikipedia says that “The term Vandalisme was coined in 1794 by Henri Grégoire, bishop of Blois, to describe the destruction of artwork following the French Revolution,” The introduction of the term builds on the notion that those destroying art, like the Germanic Vandals, were “barbaric”.

During the Paris Commune, French artist Gustave Courbet proposed before the commune the dismantling of the Vendome Column, a symbol of Napoleon’s empire. Back then, it was a celebrated act of “vandalism”. In certain situations like the Paris Commune, “vandalism” became an act to protest the symbols of the power and conquest. Similar acts would be repeated in history as the portraits of the dictator Marcos would be vandalized in the siege of Malacanang and when the huge bust of the dictator would be destroyed in an explosion launched by the New People’s Army.

But those were exceptional situations because most of the time, the word “vandalism” hewed closer to its ruling-class origins, often connoting an act of barbarism. When I was a young boy, vandalism was a school offense, often referring to writing stuff on the CR wall or on your desk.

The media’s use of the term “vandals” in describing activists was derogatory to the point that it attempts to reduce the protest as a rowdy mob out to sow mayhem in the streets, much like the German Vandals.

The protesters were targeting the US embassy, long a symbol of US neocolonial rule in the Philippines. They were protesting the opening of the Balikatan war games which aim to use the Philippines as a staging ground for US military power projection in the region. They knew full well that the US war machine has been responsible for so many killings and destruction worldwide. The US has gotten away with mass murder and the unprecedented destruction of public and private property in its bid to be the world’s sole superpower.

 

 

 

The students were trying to tell the US government that it should not for a second think that it is unchallenged here in the Philippines. Protesters wanted to send the clear message that they were ready to dismantle, figuratively and literally, the symbols of US power in the region.

Some may be shocked or turned off by yesterday’s protest action, in the same way they were probably turned off by the heckling of US Secretary of State Hilary Clinton. However, the media’s depiction of activists as a bunch of rowdy goons is grossly unfair.

As I wrote before on the heckling of Clinton, protesters sometimes resort to a kind of “asymmetrical warfare” to convey their message and express their outrage. I’ve seen students hurl paint bombs at greedy oil firms’ offices. I’ve seen workers smash windows of workplaces and vehicles during violent suppression of strikes. I’ve seen UP residents topple a guard house to set up a barricade against a demolition team. Protesters defaced or “vandalized” many of Gloria Arroyo’s posters during her reign of terror. Even before that, protesters did the same thing to huge tarpaulins of former president Estrada.

Instead of calling them vandals, media should have asked what it was that caused such outrage on the students that they would get up early from bed and proceed to pick apart, letter by letter, the seal of the mighty U.S. of A.

Yesterday’s action at the US embassy should be taken in its entire political context, and not just viewed based on the specific act of defacing the seal. It was an act of protest– no different from dismantling Napoleon’s Column or blowing up Marcos’ bust– against a neocolonial power that has done the worst acts of barbarism of the past century. ###

Groups gear for protests vs. Balikatan war games

The umbrella group Bagong Alyansang Makabayan in a press conference today announced that it would be spearheading a nationwide protest including a “Caravan kontra Balikatan” starting April 16 in Central Luzon and in Mindanao. The group is opposing plans to have more US military exercises in the country. It also warned the Aquino government against using a recent incident in Scarborough Shoal just off Zambales as a justification for allowing US involvement in territorial disputes with China.
What further piqued the militant group was a recent article appearing in the Marine Corps Times in the US which said that “the Philippines also are known for their raunchy party atmosphere… Places such as Olongapo and Angeles City feature notorious red-light districts where alcohol and scantily clad women have attracted many Marines and sailors over the years”.
 

“We oppose in no uncertain terms the holding of these US military exercises in Philippine territory. The latest Balikatan is a prelude to more exercises and increased US military presence in the Philippines. The PH government is practically inviting the US to station its troops in our country permanently. This is an affront to our sovereignty,” said Bayan secretary general Renato M. Reyes, Jr.
 

“The Philippines is not a playground for US troops. It is not a military outpost for US power projection and regional intervention. It is not a laboratory for US drone wars. We caution the Philippine government against using the latest incident in Scarborough Shoal as well as the Spratlys dispute to further justify US presence and intervention in the Philippines. That would be a grave mistake and would only complicate the territorial dispute,” Reyes said.
 

On April 16, several groups will be holding a caravan from Quezon City to Clark Airbase in Pampanga to protest the Balikatan war games. A much longer caravan or lakbayan will be held in Mindanao from April 16-20, passing through areas such as Zamboanga City where the US Joint Special Operations Task Force is based. Bayan USA meanwhile will lead protests in New York, Los Angeles and San Francisco also on April 16.
 

On April 30, the secretaries of the Philippine Department of Foreign Affairs and Department of National Defense are to meet with their counterparts in the US State Department and Department of Defense to hammer out the terms for increased US presence in the Philippines. This will pave the way for increased exercises, rotational deployments and port calls by US warships.
 

More fun in the Philippines?
 

Bayan scored the article “Marines poised for more Philippine tours” appearing in the Marine Corps Times last April 8 which seemed to depict the Philippines as an ideal destination for sex-starved US Marines. Marine Corps Times is published by Gannett Government Media and describes itself as “the trusted, independent source for news and information for the Marine Corps community”.
 

“Whatever you heard was probably true, said Dave Francisco, a retired sergeant major whose off-duty experiences in the Philippines came during liberty calls with Marine units during western Pacific cruises with the Navy.“It was awesome. That’s what WestPac is: a lot of fun, a lot of good partying and a lot to do,” the article quoted Francisco.
 

“Aside from the military and political implications of hosting US troops, the Philippines also has to deal with the social costs such as rising sex trade and incidents of rape. The article shows how the US troops truly regard the Philippines and its people,” Reyes said.
 

“Not long ago, several US Marines on rest and recreation in Subic were accused of raping a Filipina,” he added.
 

The Marine Corps Times article also affirms that more US Marines will be visiting the Philippines given the changing focus of the US government towards Asia.
 

“Speaking March 29 at the Marine Corps Association Ground Logistics Awards dinner in Arlington, Va., Assistant Commandant Gen. Joseph Dunford said that in coming years hundreds of Marines are expected to regularly deploy to the Philippines as part of the service’s growing focus on the Pacific,” the article said. ###

Ang pulong na ito na tinaguriang “2 plus 2” ay nagaganap sa konteksto ng tinatawag na “rebalancing” ng pwersang militar ng US papunta sa Asya at Gitnang Silangan. Ayon sa bagong defense strategy ng US na inilabas noong Enero 3, lubhang estratehiko sa pang-ekonomiya at panseguridad na interes ng US ang Silangang Asya at Pasipiko. Isa ito sa mga larangang nais bigyang-diin ng US para maisulong ang pang-ekonomiya, pampulitika at pangmilitar na interes nito sa gitna ng tumitinding krisis ng pandaigdigang sistemang kapitalista.

Hangad ng US na makontrol ang langis at natural gas deposits na nasa pinag-aawayang teritoryo ng Spratlys. Sa usaping ng Spratlys, mahalaga na igiit ng Pilipinas ang claims nito nang hindi nadidiktahan o pinanghihimasukan ng US na may ibang interes.
 

Partikular sa Pilipnas, ang dagdag na tropang Kano ay nasa porma ng 1) mas madalas na military exercises, 2) mas madalas na port calls ng mga sasakyang pandigma ng US, 3) dagdag na tropang naka-istasyon sa Pilipinas sa tinatawag na “rotational deployment” (tulad ng 600 US Special Forces na 10 taon nang naka-base sa Mindanao).
 

Kapag natuloy ang balakin ng gobyerno ng US at PH, mistulang isang malaking US military outpost ang Pilipinas. Kahit pa sabihing hindi bubuhayin ang US military base sa Subic at Clark, malinaw na magagamit pa rin ng US ang mga pasilidad na ito nang mas madalas kumpara sa nakaraan. Sa dalas din ng mga military exercises, port calls at karagdagang rotational deployment, masasabing mistulang base-militar ng US ang buong Pilipinas. Ilang beses nang napaulat na layon ng US ang mas madalas na gamit ng dating Subic Naval Base. Hangad din ng US ang magkaroon ng pasilidad at access sa mga isla tulad ng Palawan, Cebu at Batanes.
 

Ang mga access arrangements at rotational deployment ay may bentahe din sa US dahil ito ay kumakaharap ng matinding fiscal crisis o kakulangan sa pondo. Ang “pagtitipid” nito kasabay ng pangangailangang mapanatili ang “power projection” nito sa rehiyon ay nagtutulak sa gobyerno ng US na maghanap ng pleksible pero epektibong paraan ng pababase sa rehiyon. Halimbawa, ang mahigit 8,000 US Marines na ililipat mula Okinawa, Japan patungong Guam ay hindi kayang lahat na makapagbase sa Guam dahil sa budget cut na $21 billion para sa base construction. Ayon sa mga ulat sa media, ang 4,000 US Marines ay kailangan ngayong i-rotate sa Hawaii, Australia at Pilipinas.
 

Sa pagdagdag ng tropang Kano ng US sa bansa, asahang titindi ang panghihimasok-militar sa mga internal na usapin sa bansa. Kamakailan ay inilabas sa media ang kondukta ng operasyong militar ng US at Pilipinas kaugnay ng mga hinihinalang terorista sa Sulu. Ginagamit ng US ang mga drones para sa surveillance at sa posibleng aktwal na airstrike laban sa mga target sa Pilipinas. Ang mga drones ay nasa ekslusibong kontrol ng US. Isa lang ito sa mga paraan ng tuwirang paglahok ng US sa gera sa Pilipinas. Nauna na dito ang pagsama ng mga US troops sa combat patrol at paglulunsad ng mga Civil Military Operations (CMO). Ang mga taktikang ito ay ginagamit di lamang laban sa mga hinihinalang “terorista” tulad ng Abu Sayyaf kundi pati rin sa rebolusyonaryong kilusan.
 

Kung tutuusin, ang dagdag na tropang Kano at pagbabase nila sa Pilipinas ay labas na sa balangkas ng Visiting Forces Agreement o VFA. Pero dahil maraming butas ang VFA – di nito isinasaad kung ilang tropa ang maaaring pumasok at hanggang kailan maaaring manatili—nagagamit ito ng US para makapag-istasyon ng tropa sa bansa nang walang taning (indefinite). Ang VFA ay binibigyang-katwiran ng mas masaklaw na kasunduang militar, ang RP-US Mutual Defense Treaty, na tinitingnang pundasyon ng relasyon sa pagitan ng US at Pilipinas. May ilang beses nang nagpahiwatig ang US na nais nitong pasaklawin ang MDT, hindi lamang sa usapin ng external na atake sa Pilipinas kundi maging sa mga internal na usapin gaya ng terorismo at disaster response.
 

Ang pagdagdag at pagpapalawak ng presensyang militar ng US sa Pilipinas ay estratehikong hakbang ng imperyalismong US para higit na mapanatili ang kontrol nito sa rehiyon sa kabila ng paghihingalo nito bunga ng krisis. Hangad ng US ang pangmatagalan, tuluy-tuloy at permanentng presensyang militar sa ating bansa para makapaglunsad ito ng interbensyon sa Pilipinas at sa rehiyon at para makontrol nito ang mga likas-yaman at daluyan ng kalakalan sa rehiyon. Sistematiko nitong babaligtarin ang mga naging tagumpay ng mamamayan sa pagpapatalsik ng mga base-militar ng Kano noong 1991. Mananatili itong isang di maitatangging marka ng pangangayupapa ng gobyerno ng Pilipinas sa US.
 

Sa pagpayag ni Aquino sa imposisyon ng US, ipinapakita niya na mas masahol pa siya kay Arroyo kung patakarang panlabas ang pag-uusapan. Ibinubukas ni Aquino ang Pilipinas sa walang-taning na presensyang militar ng US at sa ibayong panghihimasok sa mga internal na usapin sa bansa. Kahungkagan ang sinasabi ni Aquino na ang pagpayag sa dagdag na tropang Kano ay magdudulot ng dagdag na kagamitang militar mula sa US at modernisasyon ng AFP. Sa tinagal-tagal ng pag-iral ng MDT, Military Bases Agreement at VFA, tanging mga pinaglumaang kagamitan ang natanggap ng Pilipinas mula sa US.
 

Patriyotikong tungkulin ng mga Pilipino ang paglaban sa permanenteng presensya at interbensyong militar ng US sa Pilipinas. Hindi magiging tunay na malaya ang ating bayan hangga’t nananatili ang dayuhang tropang militar sa ating lupain. Dapat nang wakasan ang mga di-pantay na kasunduan sa pagitan ng US at Piipinas. Dapat nang palayasin ang mga tropang Kano na nakabase sa Pilipinas.
