Karagdagang Impormasyon

Youth solon condemns violent demolition in Silverio Compound, urges Aquino government to declare moratorium on all demolitions
23 APRIL 2012

Following the condemnable demolition in Silverio Compound in Paranaque, Kabataan Party-list Rep. Raymond “Mong” Palatino today called for an indefinite moratorium on all demolitions in the country as he hit the Aquino government for failing to implement a humane blueprint for housing services especially for the poor.

The demolition in Paranaque left at least one minor dead and several injured. “It is a condemnable act that should have no place in a country that claims to be democratic and on the path to progress,” Palatino said.

Around 25,000-28,000 families will be affected in the demolition in Silverio Compound where Henry Sy’s condominiums under SM Development Corporation will be built.

“It is simply deplorable how state forces quickly act on the requests of the likes of Sy even as this could mean the death and the loss of livelihood and homes, of ordinary citizens,” the youth solon.

“The issue on housing is a salient concern of the people especially the poor. We demand the Aquino government to impose an indefinite moratorium on all demolitions in the country until it comes up with a rational and humane housing plan which addresses the root causes of informal settling and widespread poverty in our communities,” Palatino added.

In December 2011, Aquino added P10 billion to the P7 billion housing services budget as part of the government stimulus package.

However, Palatino said that the budget is rendered insubstantial by the lack of proper housing framework of the Aquino administration. He said that the relocation sites being offered to the informal settlers are far from work, school and other infrastructures like hospitals.

“It is the failure of the government to provide secure jobs and decent wages in both rural and urban areas, aggrandized by the lack of genuine agrarian and urban land reform and national industrialization, that produces informal settlers. The government cannot solve this fundamental problem by demolishing homes and inflicting violence on the landless poor.”

“The plight of the residents of Silverio Compound manifests a systemic socio-economic problem experienced by hundreds of thousands of other residents and informal settlers in many communities in Metro Manila and in other urban areas nationwide,” he said.

Palatino likewise demanded the immediate release of all residents, including minors, and their supporters arrested by the police during and after the demolition in Silverio Compound. ###

Massacre, violent demolition in Silverio condemned
Groups to PNoy: Make Bernabe, PNP, Henry Sy accountable

The End Impunity Alliance, Promotion for Church People’s Response, and Karapatan vehemently condemned the massacre and violent demolition of residents of Silverio Compound in Paranaque City this morning, as the 23,000 population of the said area defended their legitimate right to housing against the so-called “development plans” of the local government and SM mogul Henry Sy.

According to Karapatan National Capital Region (NCR) paralegal team, four residents were killed in the demolisyon. They were identified as Bodging Isaias,16, Rodman Ortega, 16, Raymond Aquino, 36, at Arnel Tolentino Leonor, 21.

Meanwhile, some 36 persons were injured and 30 arrested in the violence instigated by elements of the PNP Southern Police District.

“Indeed, Henry Sy and his cabals in his big corporate mafia are not only responsible for environmental degradation in Baguio, but also for the rights violations which occurred today during the demolition in Paranaque and the utter greed that comes with their forced eviction of residents who have legitimate claim to their homes,” said Lourdes Villarias, chairperson of Karapatan-NCR.

The incident occurred while internal refugees from Mindanao and Negros and human rights advocates were gathered in a national conference on internally displaced persons in Quezon City.

Nardy Sabino, secretary general of the Promotion of Church Peoples Response, said “while farmers and indigenous peoples are being driven out of their lands and homes because of military operations, urban poor communities are demolished.” Sabino said they both experience the same harassment and violence from state forces.

“Such impunity reigns, the violence and terror amongst the urban and rural poor, when the Aquino administration promotes its Public Private Partnership program which gives credence to private corporate interests such as that of the SM Development Corp. over the rights of the poor. We challenge Aquino to make accountable Paranaque Mayor Florencio Bernabe Jr., the PNP, and Henry Sy for these violations on the political and civil rights of the peoples and their right to housing,” stated Cristina Palabay, convenor of End Impunity Alliance.

Karapatan, PCPR and End Impunity alliance called on the Supreme Court to immediately rule in favor of several urban poor residents’ petition filed in March 23, 2012 for a moratorium on demolitions, especially in the light of the violence that comes with these forced evictions.

The groups will be conducting today a solidarity action at 6pm in front of the Christ the King Seminary (E. Rodriguez Avenue corner Gilmore Street, Quezon City) to condemn the PNP-instigated violence in Silverio Compound, Paranaque. They will be joined in by victims of demolition in Brgy. Corazon de Jesus, San Juan. ###

Anakbayan condemns violent demolition,
killing of resident in Silverio Compound in Paranaque

We condemn in strongest possible terms the violent demolition and killing of a resident in Silverio Compound in Paranaque. The demolition should immediately be stopped and officials responsible for the violence and shooting should be held responsible. There should be an independent and impartial investigation of the crime and justice should be served.

The violent demolition, arrests and murder done by the police is testament of how anti-poor, how violent and heartless the Aquino government is. This is not the first time this has happened under the Aquino government, violent demolition activities have also been done in San Roque, Quezon City and there are plans to demolish more homes under Aquino’s Public Private Partnership Programs.

Apparently, the demolition is to pave way for the building of a condominium of Henry Sy’s SM Development Corporation. We condemn Henry Sy’s greed and the government’s anti-poor, pro-profit development plans. The Aquino government is clearly in cahoots with rich capitalists such as Sy against the Filipino people.

We are calling on the youth and people to condemn the demolition and hold various actions in the following days to condemn the anti-poor Aquino government.

Press Statement
23 April 2012

We condemn the Aquino government’s use of violence against the residents of Silverio Compound

We condemn the Aquino government, the local government of Parañaque City, big capitalist Henry Sy, and the Philippine National Police for using violence in trying to demolish the homes of urban poor residents of Silverio Compound, Parañaque today. The excessive violence inflicted on the urban poor of Silverio Compound resulted in the death of two residents and leaving many other residents seriously injured.

We condemn the Aquino government for carrying out a war against the urban poor, of which the violent demolition in Silverio Compound is just another flashpoint. Instead of providing affordable and livable housing to the poor, the Aquino regime is hell bent on unleashing violence against them as it tries to demolish their shanties and drive them away from the city. From Old Manila to San Roque, to Laperal and many other similar cases, the Aquino government is steadily fuelling the wrath of the urban poor against it.

We condemn big capitalist Henry Sy, whose greed for ever-bigger profits knows no bounds. The demolition attempt and the use of violence against the urban poor of Silverio Compound is just another addition to his long list of crimes against the Filipino workers and people. For years, he has severely exploited his contractual labor force and busted the workers’ union in his SM malls. He has been in the news of late for trying to remove trees around the Baguio City branch of his SM mall. He has contributed to the congestion of traffic in Metro Manila with his reckless construction of malls.

We demand justice for the slain residents of Silverio Compound. We call for the immediate termination of the demolition in Silverio Compound in Parañaque City. We call for an immediate moratorium on all demolitions across the country. At the same time, we call on the urban poor to rise up and fight the Aquino government’s attempts to demolish their homes and deprive them of their livelihood. We call for an immediate investigation into the use of excessive violence against the residents of Silverio Compound and the death of one resident.

We call on the Filipino workers and urban poor to condemn the violence unleashed against the residents of Silverio Compound. Let us join protests to take the Aquino government to task for further worsening hunger and poverty in the country.

PRESS RELEASE

April 23, 2012

NEWS: Anakbayan condemns PNP, SM Group of Companies for cold-blooded murder as cops kill one in Paranaque demolition

The youth group Anakbayan expressed its outrage today as members of the Philippine National Police opened fire today on residents of a Paranaque urban poor community, leaving at least one minor dead and several injured.

The 9.7-hectare Silverio Compound, home to around 28 thousand families, is under the threat of demolition to make way for the construction of condominiums by the SM Development Corporation, one of the companies under the SM Group.

“We condemn in the harshest terms possible the Philippine National Police for acting like mere security guards for Henry Sy and SM in defending the interests of the latter. More importantly, we condemn Henry Sy and the SM Group for their cold-blooded greed which has resulted in the death of at least one youth” said Vencer Crisosotmo, national chairperson of Anakbayan.

“Heads must roll. We demand a swift prosecution of the PNP personnel involved in the demolition, as well as all of their commanding officers. We also demand that the national government step in and indefinitely halt the demolition” he added.

Not the first time

According to the youth leader, “This is but the latest of Henry Sy’s crimes against the Filipino people. After massacring trees, Sy is now focusing his murderous intentions on thousands of poor Filipinos residing in the Silverio Compound”.

The richest man in the country and his giant consortium has come under intense public criticism earlier this year for ordering the cutting of 182 trees in Baguio City to make way for the expansion of the local SM mall. But according to Crisostomo, SM’s ‘bloody greed’ was manifested well before 2012.

He cited the experience of SM Malls’ employees, who launched four strikes during the 90s and early 2000s to protest inhumane labor conditions: routine and widespread sexual harassment of sales ladies at the hands of male managers, salesladies and men being made to stand for their entire eight-hour (or more) shifts, giving rank-and-file employees a mere 30 minute break for an entire shift, illegal termination of union members, etc.

Hundreds of SM workers and their supporters were injured during the strikes at the hands of violent SM security guards. SM Malls has also resorted to ‘contractualizing’ its labor force to dissuade its employees from forming unions. As of today, labor research institutions estimate that only one out of every ten SM workers enjoy security of tenure. ###

Migrante condemns massacre of Silverio compound residents

Migrante International condemns in strongest terms the violent demolition of homes in the Silverio compound in Paranaque by combined forces of the SWAT, local government authorities and security forces of business tycoon Henry Sy resulting in the massacre of four residents, including two minors, and grave physical injuries to dozens more.

Migrante International fully supports the struggle and fight of urban poor communities and families for their homes, dignity and livelihood.

Migrante International firmly believes that no business, project, infrastructure or endeavor under the guise of so-called "progress and development" is justification to human rights violations inflicted on urban poor communities. While, on the other, residents and families have every right to fight for their homes and livelihood without being threatened by the full force of fascism of the state.

Migrante International joins the urban poor sector and other sectors in society in call for justice for the victims of the Silverio compound massacre. Heads must roll and no stone should be left unturned in the investigations. Henry Sy should be held accountable for his blatant and brutal disregard of rights and lives. Paranaque Mayor Bernabe, the police and the Aquino administration should equally and jointly be held liable for coddling and upholding big business' interests over the welfare of the Filipino people. ###

Condemn the Aquino government for the massacre and demolition at the Silverio compound and many urban poor communities! Boycott SM malls and condominiums!
23 April 2012

Filipinos in Europe join our urban poor compatriots in Manila in strongly condemning the massacre of four urban poor residents and the brutal demolition of the urban poor community at the Silverio compound in Paranaque City today. Thirty six persons were also injured and 30 more were unjustly arrested.

The demolition paves the way for the construction of another Henry Sy edifice and is part of the Aquino government's thrust under its so-called Public-Private Partnership programs that favor a few big capitalists and deprives so many poor Filipinos a roof over their heads. With the PPP programs underway, demolitions of urban poor communities have been going on in many Metro Manila communities, and the heartless demolition at the Silverio compound is just the latest case of urban landgrabbing perpetrated with state protection. The demolished area, in fact, has already been legally awarded to the urban poor residents.

To us, this is the Aquino government's twisted view of “peace and development”.

Filipinos in Europe are outraged by this latest incident of state violence used against the poor and powerless in favor of the interests of the same class of privileged landlord class to which the Aquinos belong. The sweat and blood of overseas Filipinos prop up the Philippines' businesses including Henry Sy's chain of malls and condominiums. Migrant Filipinos and their families provide an important consuming sector that fattens the profits of big businesses like Sy's SM. But this latest incident has shown to Filipinos abroad that both the Aquino government and Henry Sy's hands drip with the blood of the victims of state violence.

We demand justice for the massacre victims! We demand a stop to all demolitions of urban poor communities and for the Aquino government to provide decent jobs and housing for the people! We demand the release of the unjustly arrested! We ask for urban land reform!

Big, greedy, anti-labor and anti-people capitalists like Henry Sy deserves to be punished. As migrant Filipinos regularly patronizing Sy's malls and condominiums, we declare that we and our families will start a boycott of SM and its affiliates TODAY, until justice is served.

by Pinoy Weekly Staff

Aquino, Henry Sy's hands drip with blood over Parañaque demolition--CPP

Communist Party of the Philippines
April 23, 2012

The Communist Party of the Philippines (CPP) condemned in the strongest possible terms the Aquino government and its armed police, as well as the Parañaque local government and Henry Sy of the SM group for the violent demolition operations this morning at the Silverio Compound along Sucat, Parañaque, which resulted in the killing of at least three residents and the arrest and injury of scores of others.
News footages show at least five elements of the PNP-SWAT armed with M16 rifles firing directly at the residents’ barricade. Scores of bloodied protesters were being picked up, truncheoned and manhandled by arresting police officers even as they were already handcuffed. Policemen were shown trying to shield their fellow officers from being caught on camera as they beat up arrested protesters.

The demolition of the nine-hectare community paves the way for the construction of new condominiums owned by Henry Sy, a big bourgeois comprador who owns the SM chain of commercial malls and other upscale real estate properties. The sprawling Silverio compound is home to at least 28,000 residents.
“Benigno Aquino III and Henry Sy’s hands are dripping with the blood of the Silverio martyrs,” said the CPP. “Without reservation, the Aquino regime exhibited unbridled cruelty and repression against the impoverished residents of the community as it employed extreme violence to force the demolition of their homes. Aquino is showing who his real bosses are—not the people, but Henry Sy and the rest of the pro-Aquino big bourgeois compradors and landlords.”

According to residents of the area, their homes are covered by a low-cost housing scheme under the Community Mortgage Program. An initial payment of P10 million was already made several years ago for them by the local government to be granted a writ of possession by the courts.

“The residents of Silverio compound stand on just ground as they put up barricades and oppose the demolitions,” said the CPP. “Not only do they have the legal right to defend their community from being demolished. They are fighting for their fundamental right to decent housing and livelihood. The CPP and the Filipino people salute the defiance of the Silverio residents to resist the demolition.”

“This violent demolition is but the latest of a series of demolition operations being carried out by the Aquino regime to pave the way for projects under its Public-Private Partnership program,” said the CPP. “At least 500,000 residents in Metro Manila alone are set to be evicted from their homes and communities and relocated to places that are often devoid of basic services and facilities and far away from their sources of livelihood.”
