Bilang mga consultant ng NDFP sa usapang pangkapayapaan, nais naming ipaabot ang aming pakikiramay sa pamilya ni Kasamang Leonardo "Parago" Pitao, gayundin ang aming pakikiisa at pagsaludo sa magiting na kilusan at mga mamamayan ng Timog Mindanao.
Noong Hunyo 28, ang mahaba at kapuri-puring rebolusyonaryong paglilingkod ni Kasamang Parago ay brutal na natapos nang walang-awa siyang pinaslang ng mga pasistang salarin ng AFP kahit nakaratay at walang kalaban-laban. Gayunman, ang kanyang matatag na paninindigan, matapang na pakikibaka at mahusay na pamumuno ay nagsisilbing inspirasyon sa libu-libong iba pa na handang sumunod sa kanyang mga yapak.
Tuluy-tuloy ding iniaanak ng bulok na naghaharing sistemang malakolonyal at malapyudal ang mas marami pang Parago.
Si Kasamang Parago ay isa sa mga unang magsasakang lokal na narekrut sa bagong-buo at bagong-nagpapalawak na yunit ng hukbong bayan sa Davao noong 1978. Mabilis siyang umunlad at naging isa sa mga abanteng kadre ng hukbong bayan. Siya ay mapanlikha, mapangahas at matagumpay sa mga taktikal na opensiba at iba pang operasyong militar. Kaalinsabay, mataas ang kanyang pagpapahalaga sa pag-aaral, gawaing masa at pagpuna-at-pagpuna sa sarili. Magaling siyang mangalaga sa mga tauhan.
Matingkad ang kanyang mga kontribusyon sa pagpapalaki at pagpapalakas ng hukbong bayan. Isa siya sa nanguna sa pagtatayo at paggamay sa mga platun, mga kompanya, at mga pangunahing pormasyong gerilya sa antas ng rehiyon at subrehiyon. Tumindig ang hukbong bayan at kilusan sa Timog Mindanao bilang isang malakas na pwersa sa pakikibaka sa pasistang diktadurang US-Marcos.
Naranasan niya ang pag-uumpisa sa wala, ang unti-unting pag-iipon ng lakas, at lahat ng hirap at peligro ng labis na maliit at mahina. Naranasan din niya ang mabilis na kumpas ng pagsulong noong kaigtingan ng pakikibakang anti-diktadura. Gayundin ang paglakas ng mga malulubhang paglihis at pagkakamali, ang mga paglabag sa mga saligang prinsipyo ng rebolusyon na humantong sa malalaking pinsala at pag-atras noong pabagsak ang diktadurang US-Marcos at pumalit ang reaksyunaryong rehimeng Aquino.
Walang pagdadalawang-isip na niyakap at itinaguyod ni Kasamang Parago ang Ikalawang Dakilang Kilusang Pagwawasto upang iwaksi ang mga malubhang paglihis at pagkakamali at magpanibagong-lakas ang rebolusyon. Pinatunayan niya sa salita at gawa at sa pinakagipit na kalagayan ang lalim at tibay ng kanyang komitment.
Masasabing si Kasamang Parago ay kumakatawan sa di-matitinag na rebolusyonaryong determinasyon at kapangahasang sumulong ng hukbo at kilusan sa Timog Mindanaw. Ang rehiyon ang trumangko sa pagsulong ng armadong pakikibaka sa buong bansa sa nakaraang mahigit sampung taon. Tuluy-tuloy ding pinaigting ng AFP ang konsentrasyon ng mga tropa at operasyong militar sa rehiyon, ang militarisasyon, ang pasistang pandarahas at panggigipit, ang mga sapilitang pagpapalikas, hamletting, food blockade, mga iligal na pag-aresto, paghahalughog at iba pa.
Sa kasalukuyan ay mahigit kalahati ng mga batalyong panagupa ng AFP ang nakatambak sa Silangang Mindanaw at pinakamalaking bulto ng mga ito sa Timog Mindanaw. Sa kabila ng lahat ng ito, hindi mapigil ang paglawak at paglakas ng hukbong bayan, baseng masa, mga prenteng gerilya, pakikibakang antipyudal at iba pang rebolusyonaryong pwersa at gawain sa rehiyon.
Hindi kataka-takang labis ang ngitngit ng mga pasistang heneral ng AFP kay Kasamang Parago. Walang tigil siyang tinarget ng mga panlalait, intriga, panggigipit at pagtugis. Ginahasa at pinatay ang kanyang anak, minanmanan at ginipit ang mga kamag-anak. Buong lupit siyang pinatay nang masukol na walang laban.
Hindi rin kataka-takang hindi kailanman makakalimutan ng hukbong bayan, masang magsasaka at kilusan hindi lamang sa Mindanaw kundi maging sa buong bansa ang ginintuang halimbawa at pamana ni Kasamang Parago. Siya ay isang tunay na proletaryong bayani ng rebolusyong Pilipino.

INSPIRATION TO THE PEOPLE WHO ARE STRUGGLING
FOR LIBERATION AND DEMOCRACY

Comrade Parago, your 37 years of uninterrupted commitment to the revolution and service to the interest of the vast majority of the people amid unfathomable sacrifices and great challenges, revealed your undying faithfulness to your sworn oath to the Party, Red army and the people.
Fourteen years since you first joined the New People’s Army, you overcame your first great challenge, Comrade Parago, in resolutely abiding by and carrying out the basic principles and line of the Party during the Second Great Rectification movement, after the revolutionary movement suffered a major decline nationwide as a result of the serious deviations and abandonment of the basic principles and line of the Party.
This was followed when your sincerity and commitment to the proletarian standpoint was put to the test during your capture in 1999. All that time when you were right in the grip of the enemy, you never compromised the interest of the revolution and the people, and, upon your release in 2001, you did not hesitate to return to the embrace of the revolution and continue your service to the people.
Yet another painful challenge you overcame was when your 22-yr old daughter, Rebelyn, was raped, tortured and brutally murdered in 2009, nabbed by military agents when she headed for the school where she taught. The enemy perpetrated this despicable crime to weaken your revolutionary resolve, but, they were wrong! Instead of demoralizing you, they fanned the flames of your class hatred against the ruling classes and this system that perpetuates injustice and made hapless victims out of your daughter and the entire Filipino society.
Compounding your trials and tribulations, Ka Parago, you had to deal with your diabetes, hyperthyroidism, hepatitis and other complications. These past few years you had to endure a seriously declining health condition, yet even this did not spur you to abandon the revolution and instead motivated you to serve people’s interests further in the middle of many difficulties in confronting full-scale, vicious military campaigns and operations under the Oplan Bayanihan of the US-Aquino regime, which is directly implemented by the Eastmincom of the AFP.
And when you needed most intensive medical attention, you chose to stay within the guerrilla zone for your treatments instead of consenting to the “sugar-coated bullet” offered by AFP to treat you in a hospital. Truly a Revolutionary and a Communist that you are, you bravely accepted the highest sacrifice when the place where you were staying to recuperate was raided and, as a result, you were gruesomely killed, even when you were no longer capable of fighting back. Merciless Scout Rangers, who had no regard for either international laws of war or the CARHRIHL, did not spare Ka Kyle despite having already surrendered.
We can understand the enmity these ruthless mercenaries of the ruling class hold toward you, Comrade Parago. This is because you have significantly contributed to a long list of victories to advance the armed revolution here in the Southern Mindanao region (SMR) and in the entire island as well. Some of these resounding victories include: the establishment of one of the units most feared by enemy forces, the First Pulang Bagani Company, which is under your leadership; the capture as Prisoners of War (POW) of AFP Gen. Obilio and Capt. Montealto; the successful raid on DAPECOL, and a host of other successes. It cannot also be denied that the ruling classes dreaded the fact that, under your leadership, areas within Davao City have been successfully recovered and consolidated by the Pulang Bagani Company.
Today, while we bring Comrade Parago and Comrade Kyle to their final resting place, the murderous AFP, the ruling class and their US imperialist master gloat, believing that with Comrade Parago’s demise, the huge thorn from their throats has finally been pulled out. Well, they are dead wrong, because the legacy that has been sown by Comrade Parago together with the people cannot be stopped from sprouting and bear the fruit of even bigger victories to advance the revolution further in SMR as a contribution to the victories in the whole of Mindanao and the entire nation, until this system that has fettered the oppressed and the exploited is completely eradicated and achieve our dream of ultimate victory.
Comrade Parago, you come from a simple peasant family, and true to the nature of your humble origin, you came with limitations and weaknesses. However, you have proven to all how a humble peasant can lead a meaningful life by boundlessly serving the interests of the people through the Revolution and becoming a Communist. Not having attained higher levels of bourgeois education certainly did not stop you from grasping Marxism-Leninism-Maoism as a tool to analyze the ills of Philippine society and, alongside the people, work towards achieving social emancipation and democracy as a springboard to establish socialism in the future.
Comrade Parago, you are an inspiration to Communists, to Red fighters of the NPA, to peasants, workers, youth and students, the Moro and Lumad peoples, and to society’s middle classes who are seeking for genuine social change. Your life in the struggle as well as your death mirror the people’s aspiration for liberation and democracy in our country. Your ultimate sacrifice will not be in vain, Comrade Parago.
LONG LIVE THE LEGACY
OF KA PARAGO!
LEONCIO KA PARAGO PITAO
He was their favorite villain. Portrayed as a sinister symbol, he was pursued in ways mostly vicious. He was demonized like no other. Pictured as a menace, his destruction was sought by means always despicable.
After continuous counter-revolutionary campaigns of suppression and military intelligence operations that spanned four decades and six puppet regimes, the fascists and oppressors now rejoice to their hearts’ content. They have killed the man. The one that they called a criminal and a terrorist is finally dead. They have all the reasons to: for this staunchly-loathed man was Leoncio “Ka Parago” Pitao, an enemy of US Imperialism, the oppressive and exploitative Philippine state and their fascist armed forces.
But unlike them, a vast number of Filipinos is in grief.
The Southern Mindanao Regional Committee of the Communist Party of the Philippines and the people of Southern Mindanao thus accordits most profound salute to Ka Parago who was killed in a raid on 28 June 2015 in Brgy. Panalum, Paquibato District, Davao City.
Ka Parago, Leoncio Pitao to his townmates in Brgy.Balite, Loreto, Agusan Sur was born of poor farmers. His father was a lowly peasant who tilled a small piece of land and augmented the family income as a tuba gatherer. The very hard life they lived, and the poverty and hunger everywhere, stirred up the young Parago to ask the question why; his search for an answer brought him to the revolution.
At the young age of 22, he joined the NPA. This was in 1979, during the brutal years of martial law amid harsh socio-economic conditions, when the revolutionary movement in Mindanao was in its nascent stage and there were just a few hundred NPA Red fighters in the island.
With the comrades, Ka Parago organized and taught the lumads and peasants to defend their lands and stand up for their rights. He fought the big loggers who appropriated the forests and prohibited the settlers from populating their areas. Wherever he went, Ka Parago worked hard for the interest and welfare of the poor. He would always say “it is for them, the farmers and workers and lumads, that we are here. We can never, should never rest until we see that their problems are solved.”
Revolutionary work in the countryside taught Ka Parago the intricacies of the people’s war. Very soon, he was leading a company, and later a battalion of Red fighters. He was more than a general in his comprehensive, hands-on practice in the warfront. Ka Parago was one of the best offsprings of the new democratic revolution. He showed attributes of an exceptional Red fighter and communist party member. After doing significant tasks at the district and guerrilla front levels, he was eventually assigned to regional level duties and responsibilities in the NPA. As a commander of the New People’s Army, Ka Parago led and trained so many young warriors in the art of war: from the1980s to the 1990swhere they launched countless disarming operations with nary a single shot fired, to the capture of Gen. Victor Obillo and Capt. Eduardo Montealto in 1999, to the raid of the Davao Penal Colony in 2007 and the many outstanding tactical offensives mounted by the Pulang Bagani Companies of Southern Mindanao.
Despite these achievements, Ka Parago remained humble and was always open to criticism in order to improve his understanding of the situation and his styles and methods of work.Ka Parago’s star shone most brilliantly during the Second Great Rectification Movement and onwards. His grasp of the rectification campaign was a big influence to the NPA commanders in the region to comprehend and follow the Party’s national call thereby instituting the correct interplay of base building, agrarian revolution and the armed struggle.
For the revolutionary people who came to know, work and struggle with him, he was a dear comrade, a dedicated proletarian revolutionary and outstanding people’s army commander. Firm as a fortress, he was deeply founded on the ideology and practice of Marxism Leninism Maoism.
He profoundly grasped the mass line, lived and fought with the masses for national freedom and genuine democracy. He was truly grounded on the people. In return, the masses embraced and protected him and what he represents as their own.
The reactionary government has tried but failed to coopt Ka Parago to turn his back on the movement. When he was detained and tortured in 1999, and the enemy tempted him with “reward money,” he remained steadfast in his convictions and ever faithful to the Communist spirit of defending the interest and security of the people and the revolutionary forces. Ka Parago was a radiant Red star of the revolution.
Even when he was very angry and grieving over the tragic death of his young daughter Rebelyn who was raped and killed by the military intelligence operatives (MIG 21) of the Intelligence Service of the Armed Forces (ISAFP) in 2009, Ka Parago exercised political wisdom.
Ka Parago remained strong and vigilant in the face of countless enemy operations and attacks from the Marcos dictatorship to the current US-Aquino regime. Through the years, one contingent after another from the fascist armed forces hounded him but failed. It was only when he was very sick and weak–which the military knew beforehand–that they finally caught up on him.
Ka Parago was killed while undergoing treatment for his lingering illnesses. He had diabetes, hepatitis and hyperthyroidism which forced him to slow down in the midst of relentless military operations of the AFP. The medic, Ka Kyle (Vanessa Limpag) who was treating and nursing him was also razed to the ground. Well-oriented of her right under Protocol II of the Geneva Conventions, she had already raised her arms and was shouting that she was a medic, but was gunned down just the same by the raiding team.
Maj. Gen Eduardo Año of the 10th Infantry Division and Lt.Gen Aurelio Baladad of the Eastern Mindanao Command and the Special Operations Command of the AFP are proud and happy for this “singular achievement” of having killed a very sick man and an unarmed medic. They have brazenly disregarded the Rules of Engagement of the Geneva Convention and the Comprehensive Agreement on Respect for Human Rights and the International Humanitarian Law (CARHR-IHL). They should be held accountable for the death of a medical personnel. It is very clear that in the current practice of the reactionary armed forces, the military kills indiscriminately and with impunity.
Ka Parago deserves the highest proletarian revolutionary honor and recognition. As we join all revolutionaries and progressives in celebrating his meaningful life and in mourning his treacherous killing, we declare that those who rejoice in his death are grossly mistaken to even imagine the demise of the revolutionary movement.
The 10th Infantry Division-Eastern Mindanao Command of the Armed Forces of the Philippines obscures the strength of the people’s war and legitimacy of the revolution by parading body bags, victims and fake surrenders, to justify its huge spending and defend the status quo. Their own declaration that the revolution is leaderless is unfounded and a figment of imagination.Time and again, they declare that the revolution is dead, but the sheer immensity and ferocity of their operations in the countryside and the mounting casualties on their side mock their assertion.Only a desperate army like the AFP can make such a gross underestimation in the face of the surging people’s war.In fact, it is the US-Aquino regime that is suffering from a leadership crisis, as the ruling class is further racked with warring factions who are all rearing to gain the upper hand in the next election circus.
On the other hand, the people in Southern Mindanao, and especially the lumads and peasants in the guerilla bases remember Ka Parago as their most beloved “Tatay” who was always at their side, ready to listen and to help, so unlike the AFP generals who continue to attack and burden the people with their atrocities and harassment.
Ka Parago lived very simply; he was the exact opposite of the corrupt generals of the AFP who must certainly be fighting now over the so-called “Php 5.6 million bounty” on his head. Ka Parago’s spartan life and his boundless sense of responsibility became an enduring example for every revolutionary who knew him and worked with him. As a matter of fact, for many years since the onset of his illnesses, he repeatedly declined the Party’s offer of a sick leave. All he wanted until his last dying breath was to live with the lumads and peasant masses and to serve them.
Truly, Ka Parago lives on in the hearts of the people. He will remain as the rallying cry that will move people to work and fight for the National Democratic Revolution.As we honor his death, thousands of young revolutionaries who have been inspired by this great guerilla warrior now follow in his footsteps. We shall always cherish Ka Parago in life and in death. Like him, we shall persevere and do our share in delivering heavy blows on the fascist oppressors and exploiters until the day the Filipino people are liberated from national oppression and class exploitation.Let a thousand, nay, tens of thousands of Ka Parago pierce the rotten US-Aquino regime and its successor. The masses and comrades grieve his death, yes, but they turn this grief to greater revolutionary passion and commitment as the people’s war goes on.

The Southern Mindanao Regional Command of the New People’s Army and the entire revolutionary forces express their deepest most profound salute to a great leader and warrior, Ka Parago or Leoncio Pitao who was killed in a raid together with guerrilla medic Ka Kyle on June 28, 2015 at 2:30 pm in Barangay Panalum, Paquibato district, Davao City.
Ka Parago was being treated for his diabetes, hyperthyroidism and hepatitis when the raiding team composed of the 6th Scout Ranger Company, 2nd Scout Ranger Battalion under the 1st Scout Ranger Regiment peppered him with bullets. Ka Kyle or Vanessa Limpag who was nursing Ka Parago had already raised her arms, shouting that she was a medic, when she too was razed to the ground by the military. She died instantly.
The Philippine Army must be very proud and happy to have killed a very sick man and an unarmed medic. They have no regard at all for the rules of engagement under the protocols of war as specified in the Geneva Convention and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. They kill with impunity.
Ka Parago had served the national democratic revolution for close to 37 years. He spent the greater part of his adult life serving the people, in unstinting dedication to the cause of national democracy. As a Red commander, he led and trained so many young warriors in the art of guerrilla warfare.
From the countless disarming operations in the 1980s and 1990s to the capture of General Obillo and Capt. Montealto in 1999 to the raid of Davao Penal Colony and the countless tactical offensives mounted by the Pulang Bagani Company.
Ka Parago remained strong and vigilant under no less than five reactionary regimes, from the Marcos dictatorship to the current US-Aquino regime.

The masses and the comrades grieve his death, yes, but they turn his grief to greater revolutionary fervor as the people’s war goes on.

The entire Central Committe, Military Commission and all cadres and members of the Communist Party of the Philippines and the entire National Operations Command and all Red commanders and Red fighters of the New People’s Army (NPA) stand to execute their Red salute to Comrade Leoncio Pitao, the Filipino people’s beloved Commander Parago, commanding officer of the NPA 1st Pulang Bagani Battalion.
Commander Parago, 58, was killed by fascist troops last 27 June in Barangay Panyalom, Paquibato District, Davao City. Up to the last moment, he dedicated his life to the service of the toiling masses and to advancing their revolutionary struggle.
The CPP, NPA and the entire revolutionary movement recognize Commander Parago as a hero of the Filipino people. His four decades long story of struggle is now forever etched in the golden history of the Filipino revolution.
The entire people, especially the peasants and Lumad of Southern Mindanao, grieve over the death of Ka Parago. Affectionately called “Tatay” by the people of Paquibato who knew him, Ka Parago possessed unfailing love for the toiling people. His determination to serve the people’s interests and welfare gave him the courage and strength to tread the difficult road of the people’s war.
Under the leadership of Commander Parago and the assigned organs of the Party and NPA, the unity of the NPA Red fighters and the peasant masses and Lumad people of Paquibato has the strength of steel. Because of this unity, Commander Parago gained prominence in the brilliant and resounding victories of the NPA, including the arrest of AFP high official Gen. Victor Obillo in February 1999 who was detained as a prisoner-of-war.
Ka Parago’s ardent love for the people stand in stark contrast to the intense hatred for him by the ruling classes and their fascist henchmen. He was arrested in November 1999 and was detained under harsh conditions, denied of rights and imprisoned for almost two years. He was released in August 2001 only because of widespread clamor for his freedom.
Ka Parago immediately returned to the path of armed struggle. He was assigned to lead the NPA’s 1st Pulang Bagani Company which covered the Paquibato District and nearby areas in Davao City. The NPA-PBC earnestly served the interests of the peasant masses and Lumad people. Ka Parago’s wisdom, courage and gallantry served the relentless advance of the armed struggle and accumulation of strength of the NPA in Paquibato, in SMR, in the entire Mindanao and country.
In March 2009, the fascist officials of the AFP schemed the abduction, rape and murder of Rebelyn Pitao, Ka Parago’s daughter. A few months earlier (June 2008), the fascists killed Ka Parago’s brother Danilo. These aimed to weaken his revolutionary determination.
In the face of all-out attacks and acts of suppression against him by the fascist enemy, Commander Parago was sheltered by the toiling masses. In their small huts, he renewed his determination and strength to persist in struggle.
There is no letup in the fascist onslaughts of the AFP and its paramilitary groups against the peasant masses in Davao City and other areas in SMR. The aim of the AFP is to suppress the armed resistance of the peasant masses and to silence their clamor against foreign big companies that grab their land for mining and plantations.
There is no measure to the peasant masses’ hatred of the US-Aquino regime and the AFP, especially its Eastern Command and the 10th ID. They are infinitely repugnant of the brutal military operations and violations of human rights violations over the past years.
Ka Parago’s was killed at the heels of the the Paquibato Massacre last June 14 wherein fascist troops of the 69th Infantry Battalion strafed the house of the Seisa family killing three peasants and wounding a 12-year old girl.
The killing of Commander Parago further inflames the peasant masses’ hatred of the fascist AFP. The NPA and the peasant masses are united in the need to intensify their armed struggle not only to punish the fascists behind the killing of Commander Parago, but more importantly, to advance the people’s war in the entire country.
While the Filipino people grieve the death of Ka Parago, they also draw inspiration from his life of selfless service to the Filipino masses.
The Filipino people continue to suffer worsening oppression and exploitation by the US imperialists and the local ruling classes under the semicolonial and semifeudal system. As they wage revolutionary armed struggle, more Commander Paragos are bound to emerge from the ranks of the NPA Red fighters.

Long Live the Revolution, Long Live the Oppressed masses! A Red Salute to Kumander Parago!

The revolutionary forces in the Visayas unite with the Filipino people especially the oppressed masses, the Communist Party of the Philippines, the New People's Army and the organs of political power all over the country in honouring the memory of Leoncio "Kumander Parago" Pitao. We not only mourn his death but, most importantly, commemorate his countless significant contributions to the national democratic revolution.
Ka Parago and medic-comrade Vanessa "Ka Kyle" Limpag were inhumanely murdered while hors de combat by a raiding team composed of the 6th Scout Ranger Company, 2nd Scout Ranger Battalion under the 1st Scout Ranger Regiment led by General Ano last June 28, 2015 in Barangay Panalum, Paquibato district, Davao City.
Kumander Parago was an exemplary revolutionary in serving the people and leading the first Pulang Bagani Battalion of the Red Army in Southern Mindanao. In his 37 years in the revolution, he was resolute in his revolutionary principles and he grasped firmly the theory and practice of Marxism-Leninism-Maoism (MLM).
Ka Parago wa a model Communist for the sacrifices and struggles he overcame with the interest of the masses at heart. Though his family was constantly under threat to the point of his daughter, Rebelyn, being raped and murdered by military agents, the interest of the majority of the Filipino people prevailed and he continued in his revolutionary work. Despite his illnesses, he refused to depart from the masses he loves to seek medical attention. With his last breath, he bellowed, "Long live the revolution, long live the oppressed masses!"
The Armed Forces of the Philippines (AFP) boasts of its triumph in Commander Parago's murder and predicts the downfall of the revolutionary movement in Mindanao. Rather, the AFP will be dumbfounded with the resounding march of the new Paragos not only in Mindanao but the entire Philippines. While it is true that the death of every comrade is a loss to the revolution, we will transform our grief into a force of victory.
The national democratic revolution will continue until victory is achieved with the inspiration of Commander Parago and other revolutionary heroes and martyrs, who, apart from offering his life to the people, left us with his great legacy and example.

RED SALUTE TO A TRUE REVOLUTIONARY

Ka Parago was respected and loved by the masses for he has sincerely and courageously served the people and the revolution for 37 years. For the masses of Paguibato, he was a caring comrade, ever willing to listen to their woes and to fight for their interests. He was always with the masses in defending their livelihood from land grabbing and plunder of greedy corporations and fighting the brutality and repression of the mercenary troops of the Armed Forces of the Philippines and paramilitary forces. Ka Parago was the people’s defender, a Red fighter whose commitment to the revolution has been established all throughout five (5) reactionary regimes, from Marcos’ Martial Law to the current landlord presidency of Benigno Aquino III.
As one of its military cadres and through his significant contribution, in the training of Red fighters on guerilla warfare, the 1st Pulang Bagani Command of the NPA in SMR successfully dealt numerous, daring deadly blows against operations and companies that have been destroying the land and dislocating the people in SMR. Through the correct treatment of prisoners of war of the unit he led, the NPA has shown its firm adherence to the Protocols of War and International Humanitarian Laws.
Ka Parago overcame various sacrifices throughout his revolutionary life. His father was killed by mercenary troops in the 70’s. He joined the NPA in 1978, was arrested in 1999 but upon his release in 2002, he chose to go back to the mountains and continued waging the peoples war. As a Red fighter, he lived far from his family, encountered many hardships in the face of countless military campaigns and operations and during NPA actions. The enemy has used brutal, inhumane acts to force him to abandon the masses: his family was continuously harassed and threatened by the AFP; his youngest daughter 22 year old Rebelyn was abducted, tortured, raped and then killed by military operatives in 2009. Battalions of enemy troops went after his guerilla unit without let-up in the attempt to capture or kill him. In his later years he was sick with diabetes, hyperthyroidism and hepatitis but he refused to leave the masses, preferring to stay in the guerilla zone where he would still be able to contribute directly to the revolution despite the escalating attacks of the enemy.
The fascist troops killed Ka Parago only after decades and countless attempts of the AFP and only through mercilessly killing him when he was already very sick and unable to fight back, along with unarmed medic Vanessa Limpag aka Ka Kyle, who made it known she was a medic and was surrendering. The raiding team of the Scout Ranger Company of the AFP, were true to their fascist character and were violating the protocols of war and international humanitarian laws. It staged the scene to indicate that the two were armed and were fighting back by putting weapons beside their dead bodies.
For the people of SMR and the entire revolutionary movement, Ka Parago is a martyr, Red commander and an inspiration to join the revolution and serve the people. His life and teachings will remain and continue to contribute towards the advance of the revolution.

Parangal ng Kabataang Makabayan kay Ka
Isang maalab na pakikiisa sa pamilya ni Ka Leoncio Pitao at Ka Vanessa Limpag, mga kaibigan at kasama ang ipinapaabot ng Kabataang Makabayan (KM) sa kanilang pagdadalamhati sa pagkamatay ng ating magiting na mga kasama.
Kasabay ng pagpupugay ng mga pulang mandirigma ng Bagong Hukbong Bayan sa buong bansa, mga rebolusyonaryong pwersa, mga magsasaka, Lumad at mamamayan ng Timog Mindanao, kasama ang kasapian ng Kabataang Makabayan sa paghanay at pagsaludo kay Kumander Parago at Ka Kyle, ang kanyang medik na kasamang namartir sa reyd ng pasistang militar noong Hunyo 28, 2015 sa Distrito Paquibato, Davao City.
Ang buhay at kamatayan ni Ka Parago ay puno ng matapang na paninindigan para sa rebolusyon, masikhay at walang pag-aalinlangang pakikibaka at pakikipaglaban para sa masang magsasaka at mamamayang api sa Mindanao at buong bansa.
Sa kanyang kabataan, dinanas niya ang kahirapan ng kanyang magsasakang pamilya sa Agusan at ng pagmalupitan ng militar ang kanyang ama, sa edad na 22 taon ay nagpasya siyang sumapi sa BHB. Tulad ng kabataan ni Ka Parago, ang sistemang malapuyudal at malakolonyal ay patuloy na nagtutulak sa maraming mahirap na kabataan at mamamayan upang lumaban para sa tunay na pagtatamasa ng karapatan, ng kalayaan at demokrasya.
Si Ka Parago, “Tatay”, Ka Ago at Kumander Parago ay salamin ng pagkakilanlan sa kanya ng masang magsasaka, mga Lumad bilang kanilang mahigpit na kasama sa paglaban sa mga mapang-aping mga dayuhan at dambuhalang kumpanyang mangamkam-ng-lupa at pamiminsala sa kanilang kabuhayan at kapaligiran.
Si Kasamang Parago ay naalala bilang isa sa rebolusyonaryong marubdob na nagpatupad sa Ikalawang Dakilang Kilusang Pagwawasto ng Partido sa hanay ng hukbo sa Timog Mindanao. Sa mga kasama, mga pulang mandirigma ng BHB siya ay Kumander na buong-sikap na nag-giya sa pakikidigmang gerilya at pag-unlad ng mga yunit gerilya sa Timog Mindanao, maringal na Komandante ng First Pulang Bagani Company at Pulang Bagani Battalion na namuno sa maraming matatagumpay na taktikal na opensibang nagbigay dagok sa pasistang AFP mula dekada ’80, ’90 kabilang na ang ilang maningning na taktikal na opensiba sa Davao Penal Colony ng 2007 at pagkadakip kay Gen. Obillo at Capt. Montealto ng 1999 at makataong pagturing sa kanila bilang mga bihag-ng-digma.
Sumusulong ang armadong rebolusyon sa Timog Mindanao kahit pa sa pinakamatinding militarisasyon ng rehimeng US-Aquino sa ilalim ng Oplan Bayanihan at walang-katulad na karahasang nararanasan ng masang magsasaka sa kamay ng mga pasistang militar. Gumamit ang AFP ng mabaho, duwag at traydor na pakana ng pagsamantala, pagpatay anak ni Ka Parago at pananakot sa kanyang pamilya upang siya ay panghinain. Ngayon, nanaginip ang pasistang AFP at estadong bulok sa pag-aakalang sa walang-habas na pagpaslang ka Ka Parago ay mapapahina ang pwersa ng rebolusyon sa Timog Mindanao. Ngayon pa lamang, ang mga nagsabuhay ng dakilang halimbawa ni Kasamang Parago sa hanay ng ating hukbo ay patuloy na bumubigwas ng matutunog na paglaban at taktikal na opensiba laban sa pasistang AFP. Ang mga rebolusyonaryong base, mga organisasyong masa ng magsasaka at Lumad ay buong tatag na sumasalag sa mga atake ng militarisasyon sa Timog Mindanao.
Humahango ang maraming kabataang rebolusyonaryo kay Kasamang Parago ng hindi-masasaid na inspirasyon, aral at determinasyon para yakapin at lagpasan ang lahat ng kahirapan alang-alang sa pagsisilbi sa masa at demokratikong rebolusyong bayan. Ka Parago, ikaw ay aming ehemplo ng rebolusyonaryong katatagang singtigas ng bakal, ng diwang mapanlabang singlago ng kagubatan.
Ang kabundukan ay parating mapula at nag-aanyaya pailaya, sa daan-daan, libu-libo pang tulad ni Ka Parago at Ka Kyle na sa kanilang kabataan ay matapang na sumalungat sa agos ng pagkatakot at pagkakimi. Ang pagiging mulat sa at pagdanas ng malupit na pagsasamantalang kinakaharap ng nakakaraming mamamayan ang nagtutulak sa mas marami pang kabataan at masang api na tahakin ang parehong landas ng rebolusyonaryong paglaban.

TRIBUTE TO COMRADE LEONCIO PITAO (COMMANDER PARAGO)

I join the Filipino people, the people’s revolutionary government, the Communist Party of the Philippines, the New People’s Army, the National Democratic Front of the Philippines, the revolutionary mass organizations and other revolutionary forces in mourning the death of Comrade Leoncio Pitao (Commander Parago) and in celebrating his achievements from the time he joined the NPA in 1978 until his martyrdom yesterday on June 28, 2015.
It is fitting and proper that all of us accord him with the Red salute and the highest respect and honor for serving the Filipino people and the international proletariat. He is a great patriot, outstanding communist fighter and revolutionary commander. He has made significant contributions and the supreme sacrifice in the Filipino people’s democratic revolution for national and social liberation against foreign monopoly capitalism, feudalism and bureaucrat capitalism.
Comrade Leoncio Pitao (Ka Parago) was devoted to the theory and practice of Marxism-Leninism-Maoism and applied it successfully together with other comrades and the people in Southern Mindanao Region. He excelled as a cadre of the Communist Party of the Philippines and as a commander of the New People’s Army. He adhered to the Second Great Rectification Movement and carried forward the building of the Party, the people’s army and the united front.
In advancing the people’s war, he integrated revolutionary struggle with land reform and building the organs of political power and mass organization. He applied the line of extensive and intensive guerrilla warfare on the basis of a widening and deepening mass base. He developed the closest of relations with the working people, the indigenous people and allies.
He had a mastery of the strategy and tactics of guerrilla warfare, flexibly employing concentration, dispersal and shifting, depending on the need in a fluid war of movement. He became known nationally and internationally for the revolutionary victories as commander of the First Pulang Bagani Company in the Southern Mindanao Region.
As a result of correct political line and his effective tactical command, this heroic and glorious company has grown into the First Pulang Bagani Battalion. According to the Southern Mindanao Regional Command, Ka Parago planned and commanded the countless disarming operations in the 1980s and 1990s, the capture of General Obillo and Capt. Montealto in 1999, the raid on the Davao Penal Colony and other many tactical offensives.
Ka Parago was captured in November 1999 and was put in solitary confinement in the ISAFP headquarters in Camp Aguinaldo. He was offered by the enemy a huge amount of money as bribe for him to leave and denounce the revolutionary movement. But he outrightly refused the offer and upheld his loyalty and commitment to the Filipino people and the revolution.
The lawyers of the Public Interest Law Center and the Department of Justice pleaded to the court for his release as a goodwill measure of the Government of the Republic of the Philippines (GRP) in the GRP-NDFP peace negotiations. It was during this time that the Chairperson of the NDFP Negotiating Panel Luis Jalandoni and panel member Coni Ledesma were able to visit him and hold a press conference with him. Ka Parago was released from prison in 2001.
After his release, Ka Parago decided to rejoin the comrades in the countryside. And he continued to render outstanding service to the revolutionary cause of the Filipino people, especially in the battlefield. The enemy hated him so much that military agents abducted, tortured, raped and murdered his 22-year old daughter Rebelyn, a school teacher, and dumped her in a ditch in Panabo City in 2009. This barbarity became the subject of outrage among the people and human rights organizations in the Philippines and abroad.
Despite the abduction, torture, rape and murder of his daughter, he continued as a principled revolutionary to respect the policy of the CPP and NPA for according lenient treatment to prisoners of war as well as the International Humanitarian Law regarding respect for the human rights of the said prisoners. Exercising political wisdom, he went so far as issuing a statement to assure the families of enemy officers and men that there would be no retaliation on them. As a matter of justice under the people’s government, he sought out for punishment only those identified as the abductors and killers of his daughter.
So successful were the tactical offensives commanded by Ka Parago that prisoners were often captured. He and the Red fighters under his command used the necessary amount of force to achieve victory. But they were lenient and kind to the enemy officers and men who surrendered or survived the battle. The bodies of the dead were respected. The wounded were treated by NPA medical officers. The prisoners received the same food as the NPA fighters. They were released as soon as possible, as long as they were not liable for any serious criminal offense.
For an extended period already, Ka Parago had been ill with diabetes, hyperthyroidism, hepatitis and hypertension. He was under medical treatment at the time of his death. The comrades had advised him to take a leave for medical treatment outside his area of command but he insisted on staying close to the people. Investigation by the revolutionary authorities has established that on June 28, 2015 at 2:30 p.m., an enemy team raided Purok 9 of barangay Pañalum in the Paquibato district of Davao City, where Ka Parago was undergoing medical care, and that there was no encounter between units of the NPA and the enemy.
The enemy immediately raked Ka Parago with automatic fire upon sight of him. His unarmed medical aide Ka Kyle or Vanessa Limpag had the chance to raise her hands and shout that she was a medic. But she was mowed down by the enemy raiding team. The enemy has withdrawn the photo and video it previously published, showing the murdered Ka Parago in his homewear and barefooted, with two obviously planted Armalite rifles for photo takingclose to his and Ka Vanessa’s bodies .
The enemy in its propaganda is gloating over their brutal killing of Ka Parago and his medical aide. It is boasting that the revolutionary movement is “declining”. It is oblivious of the fact that before Ka Parago died he was able to educate and train so many revolutionary successors in 37 years of revolutionary struggle. In recent years, months and days, the reactionary armed forces and unwelcome foreign monopoly enterprises have been receiving lethal blows from the NPA in the Southern Mindanao region.
Ka Parago continues to live and fight for national liberation and democracy through his successors in the CPP, NPA and the mass movement. After his heroic martyrdom, his successors are inspired and are ever more determined to fight for a new and better world.
The reactionary armed forces have concentrated more than 50 per cent of their strength in Eastern Mindanao in the vain hope of defeating the NPA here since sometime ago. But within this area, the NPA has enough room for maneuver. The forces of the NPA are also taking advantage of the reduced strength of the reactionary armed forces in other parts of Mindanao and in the Visayas and Luzon in order to wage tactical offensives. These are not being reportedly fully by the bourgeois mass media.
There is no way for the imperialists and the local reactionaries to stop the growth of the CPP, NPA, the mass organizations and organs of political powers, because the crisis of the world capitalist system and the domestic ruling system of big compradors and landlords is ever worsening and the broad masses of the people detest the intolerable conditions of oppression and exploitation and are desirous of revolutionary change in the face of the ever worsening conditions of exploitation and oppression.
